A REGULAR MEETING of the Parks and Recreation Board was called
to order at 8:00 PM, with the following members present:
Richard Haas-Acting Chairman
Earl Brantley-Member
Kevin Seidler-Member
with Member Sanchez and Chairman Frohardt and Alternate Ashman
not in attendance. Rick Herold, Director of Parks and Recrea-
tion and Dan Savage, City Manager were also present.
Minutes:
Minutes were read from the September 9, 1981 Board Meeting.
Member Seidler moved to accept approval of minutes as read,
was seconded by Member Brantley and approved unamiously.

Directors Report:
a. Grant Update..Director Herold recapped the progress of the
Colony Parks and Turner Street Community Park. Due to bad
weather, construction is approximately one month behind,
Herold elaborated. At the time of the meeting, all major
dirt work had been completed with exception of Greenway Park.
The parking lot materials (crushed stone) was in the process
of finalization and construction was scheduled to start on
the concession stands soon.
b. Community Park Guidelines..The Board received an early draft
of some guidelines for Community Sponsored Parks. The Board
discussed the six proposed guidelines, althought the Board
recommended that guidelines be more precise. Acting Chair-
man Haas suggested that each park should be treated sepera-
tely with agreements reached by the City and orginization on
each specific park. The Board decided to bring back guidelines.
c. Park and Recreation Ordinance..The Board received their first
look at a Park and Recreation Proposed Ordinance. The Board
quickly looked over the ordinance and agreed unamiously to
discuss the Ordinance further next month.
d. Herold enclosed an activity update giving the day fall class-
es began, flea market, first Friday funday, The Great Mup-
pet Caper and the upcoming Halloween movie.

5. Correspondence..The department enclosed a letter from Judge
Mike Rubbinaccio thanking the department for their help in a
Juvenile Work Program.
6. Old Business..
a. Master Plan..City Manager Dan Savage told the Board that
a Goals Committee was being formed, and one of their re-
sponsibilities will be to look at parks and recreation fa-

creation Board will have a joint meeting so each will have
regards to what the other is doing. Member Haas said little
could be done without a joint meeting and also asked about
the Master map of the city. city Manager Savage said that
a Master map should be available after the first of the
year.
b. Corp Prpoerty Maps..Herold said no further information has
been forwarded to him at this time.
c. Turner Street Community Park Drainage Problem..The Board
was advised of a drainage problem that occured at Turner
Street Park during the recent rains. Over 5 inches of rain
fell in The Colony over a three (3) day spread.
Herold showed pictures of the problem areas. City Manager
Savage and Director Herold joined together in explaining
that a culvert was dumping tremendous amounts of water onto
the park site. Herold said Engineer Baxter will come to the
Colony to try to route the culvert into the main drainage
creek.
Highlighting the problems, the creek is backing up at the
far end of the park. The main problem appears to be the
dumping back in the creek.
7.
New Business..
a. Report from John Crosely..Herold was not able to meet with
Mr. Crosely and the item will be rescheduled next month.
b. Any other matters that may come before the Board...
1. Dr. Seidler mentioned he is still looking into aquirering
a van for the department and hopes to have additional in-
formation soon.
2. Dr. Seidler also mentioned that the city needs to let him
know if they want the lights that he can procure. The
city said they were interested and for Dr. Seidler to check
on a price or donation.
