HomeMy WebLinkAboutResolution No. 06-066 RESOLUTION NO. 06- t/J(g~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF THE ENGINEERING SERVICES CONTRACT BY AND BETWEEN THE CITY OF THE COLONY AND HALFF ASSOCIATES, INC. FOR A DRAINAGE STUDY AT BILL ALLEN MEMORIAL PARK, ROBERTS DRIVE ALLEY, AND LAKECREST DRIVE, WHICH IS ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City and Consultant have entered into an agreement such that the Consultant is to provide the following services: A DRAINAGE STUDY AT BILL ALLEN MEMORIAL PARK, ROBERTS DRIVE ALLEY, AND LAKECREST DRIVE; and WHEREAS, the City has determined that it is in the best interest of the City to enter into the Contract with HALFF ASSOCIATES, INC., which is attached hereto and incorporated herein by reference as Exhibit "A," under the terms and conditions provided therein. WHEREAS, with this Contract the City of The Colony is agreeing to pay the sum not to exceed $11,250.00 for such work. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS THAT: Section 1. The Engineering Services Contract, which is attached and incorporated hereto as Exhibit "A", having been reviewed by the City Council ofthe City of The Colony, Texas, and found to be acceptable and in the best interest of the City and its citizens, be, and the same is hereby, in all things approved in the amount of $11,250.00 as the base amount, plus a $-0- contingency amount for a total not to exceed $11,250.00, and the City Manager is hereby authorized to execute the Contract on behalf ofthe City of The Colony, Texas. Section 2. That this Resolution shall take effect immediately from and after its adoption and it is so resolved. PASSED, APPROVED and EFFECTIVE this 10th da ~d!d-a~ Istie Wilson, City Secretary 63918 EXHIBIT" A" SCOPE OF WORK for Bill Allen Memorial Park I Stonebriar Creek Channel Improvements Roberts Drive Alley Drainage Improvements and lakecrest Drive Drainage Study in THE COLONY Roberts Drive Allev Drainaae Improvements Description: The project will involve developing a conceptual plan for a storm drain system to intercept storm waters flowing down the Roberts Drive alley flooding the adjacent property owners to the north. Halff will inspect the subdivision, take photographs of the subject properties, and make a recommendation for alleviating the flooding. The conceptual plan will include the following: · Develop a drainage area map using the City of The Colony's 2-foot contours. · Determine location, length, and size of proposed storm drain. Hydraulic grade line calculations will be provided. Storm drain improvements will attempt to convey the 1 aD-year event, but will be limited to the capacity of the existing downstream storm drain system. If the 1 DO-year event is not possible to be conveyed Into the proposed storm drain system, alley improvements will attempt to provide the 1 DO-year overflow. · Provide storm drain plan plotted on 11 "x17" Aerial Mapping including property and easement lines, existing utilities, and proposed alley improvements. · Determine length of alley pavement to be replaced. A typical section for the proposed alley pavement will be provided. Typical section may ,~nclude a curb to deter storm waters from flowing onto adjacent properties. A brief preliminary design report will be prepared that will describe in detail the proposed improvements. An estimate of probable cost will be prepared for the work. Bill Allen Memorial Park I Stone briar Creek Channel Improvements Description: The project will involve developing a conceptual plan for channel improvements for Stonebriar Creek located within the limits of Bill Allen Park. There are three locations where channel improvements are needed to control A-1 erosion; at the existing trail crossing and at a short distance downstream and upstream of the trail crossing. Halff will inspect the creek. take photographs, and make a recommendation for erosion control measures. The conceptual plan will include the following: · Determine location and length of areas needing erosion control measures. · Provide erosion control plan plotted on 11 "x17" Aerial Mapping including property lines, easement lines, and existing utilities. · Provide typical section of proposed rock riprap erosion control measures as requested by the City of The Colony. A brief preliminary design report will be prepared that will describe in detail the proposed improvements. An estimate of probable cost will be prepared for the work. Lakecrest Drive Drainaae Study Description: The _project will involve developing a conceptual plan for ditch or driveway culvert improvements to help alleviate garage flooding along the north side of Lakecrest Drive. The conceptual plan will include the following: · Determine two alternatives to help alleviate the garage flOOding · Plot alternatives on 11"x17" exhibit with an Aerial Mapping background A brief preliminary deSign report will be prepared that will describe in detail the proposed improvements. An estimate of probable cost will be prepared for the work. A-2 EXHIBIT uB" COMPENSATION for Bill Allen Memorial Park I Stonebriar Creek Channel Improvements Roberts Drive Alley Drainage Improvements and Lakecrest Drive Drainage Study in THE COLONY Exhibit "B" defines the basis of compensation to the Consultant for the services rendered. A. Basic Fee Services - The basic fee for the services as described in Exhibit "A" will be $11,250 which includes printing, direct costs and computer charges normally associated with production of these services. B. Billing Schedule - Services will be billed at two project milestones and in accordance with the following schedule: A lump sum of $8,000 upon submittal of the preliminary design report A lump sum of $3,250 upon completion of the preliminary design report The total maximum fee for all services is $11,250.
