HomeMy WebLinkAbout05/09/06 P&Z I CITY OF THE COLONY MINUTES OF THE PLANNING AND ZONING COMMISSION Meeting Held Tuesday, May 9, 2006 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, May 9, 2006 at 7:15 p.m. in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: PRESENT: Brian Wade, Mike Barrett, Debbie Morrison and Marlene Milsak ABSENT: DeVille Hubbard and Karen Hames One vacancy on the Commission. 11.0 I CALL REGULAR SESSION TO ORDER 12.0 1 DISPOSITION OF MINUTES 2.1 Consider approval of the minutes ofthe April 25, 2006 regular session. I Commissioner Milsak moved to approve the minutes. Commissioner Morrison. Motion carried 4-0 Seconded by 13.0 I PUBLIC HEARING 3.1 Hold a public hearing and consider making a recommendation to the City Council regarding a development plan for Planned Development 18 "PD-18" zoning district. The area is commonly known as Wynnwood Peninsula and is in the northwest portion of the city south of future Lebanon Road. The Development Plan is for a subdivision to be named The Tribute (Z06-0004, Tribute Development Plan). Ms. Odell presented a staff report regarding making a recommendation to the City Council regarding a development plan for Planned Development 18 "PD- 18" zoning district. The area is commonly known as Wynnwood Peninsula and is in the northwest portion of the city south of future Lebanon Road. The Development Plan is for a subdivision to be named The Tribute (Z06-0004, Tribute Development Plan). Commissioner Morrison asked if the home sites were going to be gas, electric, or both. I Frank Abbott, Kimley Horn and Associates, stated that they are working with the utilities and do not know yet. Commissioner Milsak asked if the utilities were going to be underground. Planning and Zoning Commission May 9, 2006 Page 2 of2 I Mr. Abbott stated that the utilities will be underground. Commissioner Morrison asked how the lake access is going to be controlled on the lot on the Peninsula. Mr. Abbott stated that this area of the lake is part of the National Preserve and they do not anticipate lake access. Commissioner Wade asked if Lebanon Road is going to be landscaped. Mr. Abbott stated that they do not have a completed landscape plan. There should be a combination of berms, trees and shrubbery. Commissioner Wade asked if the trail is going to fit into the Trail Master Plan with the City. Mr. Abbott stated that they are working with the Parks and Recreation Department on this. I Mr. Wade asked if the marina would conflict with the Hidden Cove Park marina. Kristian Telecki, Matthews Southwest, stated that the City has allocated land for marina use (1,300 slips). This development will be complementary to Hidden Cove Park. Becky Middleton,4600 Villanova, Dallas, TX, wanted to state that the map being used was not accurate and appeared to include her property which is not part of the site. Commissioner Morrison moved to recommend approval of Z06-0008. Seconded by Commissioner Barrett.
