CONSIDERATION OF APPROVAL OF P ARTNERING WITH THE CITY TO CONDUCT A CITIZEN'S SURVEY - The city has contracted with ETC to do a citywide survey. They will have 400 respondents. They will expand the survey to include questions from this board. The city is paying $12,500 for the survey and adding our questions will increase the cost. The survey is currently 15 minutes, but Pam has asked that the City's portion of the survey be reduced to 13 minutes and our portion would be 7 minutes, that W01 we would P01 a prorated fee. Surveys will be mailed to a select group of people and follow up with phone calls for the surveys that don't get returned. There will be an equal distribution throughout the city. There will be an online survey also. Pam would like to review the questions from the survey the board was going to do last year and the survey being proposed this year, with some board members to see which questions are the most important. Vicki and John said they would meet with Pam to review the questions. Pam does not think our portion of the cost will be more than $3,500. Motion to approve partnering with the City to conduct a Citizen's Survey with our selection of questions to follow at a later date - Sanders; second - Briggs; motion carries. 2. CONSIDERATION OF ACCEPTANCE OF PARK DEDICATION FEES FOR KB HOMES RESIDENTIAL DEVELOPMENT - This is the Cascades off of Morningside. There is a Park Dedication Ordinance that requires residential developers to donate land or P01 money in leiw of land or both, but the ordinance does not allow them to donate less than 5-acre parcels of land. If they P01 money in leiw of land, the money is based on the appraised value of the land. They are getting ready to file their first plat for the first phase of development. The $46,146 per acre could be used to connect their neighborhood to the trail system at Five Star. This development should be in the same planning area as Five Star, so the money could be usedfor a new Rec. Center and that will address their resident's community recreation needs. Thesefees have to be approved by City Council. Motion to approve the Park Dedication Fees for KB Homes residential development - King; second- Briggs; motion carries. 3. CONSIDERATION OF APPROVAL OF AN ENGINEERING CONTRACT FOR THE HISTORICAL BRIDGE RELOCATION We are ready to move forward with the engineering plans. We should be ready to get the bridge in June. Motion to approve a contract with R-Delta Engineeringfor the historical bridge relocation - Sanders; second - Walden; motion carries.
