RESOLUTION NO. 06- (J I
A RESOLUTION OF THE CITY OF THE COLONY, TEXAS,
ADOPTING THE S.H. 1211F.M. 423 ACCESS CONTROL PLAN;
ATTACHING THE APPROVED PLAN AS EXHIBIT A; AND
PROVIDING AN EFFECTIVE DATE
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF THE COLONY, TEXAS:
Section 1. That the City Council of the City of The Colony, Texas, hereby adopts the
S.H. 121/F.M. 423 ACCESS CONTROL PLAN for the purpose of governing future
access requests made by property owners and developers along TxDOT roadways within
the City.
Section 2. That a true and correct copy of the ACCESS CONTROL PLAN is
attached hereto and incorporated herein.

SH 121/FM 423 ACCKSS CONTROL PLAN
L ACCESS CONTROL
1.01 GENERAL
Regulation of accessf()r SH ] 2 I!FM 423 is necessary to provide for adequate
mobility and safe movement of trank and to ensure that adequate and appropriate access
is provided in an equitable lnanner to the adjoining property O\\'l1crs. Street intersections,
median openings and driveway approaches should be located to minimize conflicting
traffic ITlovements and to minimize unsafe intrusions into the arteria] street system. The
f()llowing guidelines shall be used in the location of street intersections and driveway
approaches which affect access to Sri 121 and Fiv'1423.
Information regarding horizontal alignment and geometric design requirements
for streets and driveway/curb openings arc provided in The City of The Colony
Engineering Design /\1amwl.
1.02 STRKETS
1.02.01
Street III terscctiOllS
Spacing between street intersections along SIT 12l!FM 423 shall be sufficient to
insure adequate space is provided f1:.)r tuming movements onto intersecting streets so that
access to adjoining properties can be made in a safe rnanner. A minimum connection
spacing of 360 feet, as measured from centerline of intersection to centerline of
intersection, should bc fi:) IIc)\\'ed in locating all streets intersecting SH] 21/!,'I'vI423,
A.n intersection shall not have morc than four street approaches. Proposed
intersections along onc side of an existing cross-street must, wherever practical, align
with existing intersections on the opposite side of the cross street. Street centerline
offsets of less than 150 feet are not permitted unless the cross-street is divided by a
median without openings at either intersection,
1.03 DRIVE\VA Y APPROACHES AND CURB OPENINGS

General
a. Definition
A driveway approach is defined as "An area, construction, or facility between the
roadway ofa publ1c or private street and private property intended to provide access for
vehicles from the roadway of a public or 1'1'i vate street to pri vate propclty."
b. Restrictions
})riveways and curb opening cuts along SF! 121 and FM 423 are not allowed
unless there arc no other means of providing safe and adequate access to the property.
All such exceptions nmst be approved by the Public Works Director and the Texas
!)epartment of Transportation (TxDOT).
Driveways along SH 12l!Ft\'1 423 should be designed to encourage high trame
volume or truck use of residential collector streets and mutual access agreements. Where
single family, townhouse, duplex, or oth(~r low to medium density zoned lots abut a
divided principal thoroughfllre. driveway access to the thoroughfare is prohibited unless
there exists an extraordinary topography or shape of the property \vhich unduly limits
alternate access to the property. All such exceptions must be approved by the Public
Works Director and "IxI)(Yf.

SIJacing
If a mutual access agreement cannot be obtained and a drivevvay approval is
granted by the Public Works Director and TxDOT. a max imum of only one dri veway can
be installed at a minimum spacing between adjacent driveways 01'200 feet. The minimum
distances fur dri veway approaches and curb openings at intersections arc given in Figure
1. No more than one drivc\Nay approach should be designed on any parcel of property
with a frontage of 200 feet or less when there is no other access. Driveways generating at
least 250 vehicles in a 12 hour period should be located and designed to align with an
ex.isting or proposed median opcning to flicilitate efficient. safe traffic access. Excessive
use of drivevvay approaches usually results frotH poor traffic circulation design on the
adjoining property.
