October 8, 2005
A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called to order
by Chair Whitmore at 9: 1 0 a.m.

Consideration of approval of the minutes of the Cultural Arts Board meeting held
September 10, 2005.
The minutes were approved as presented.
3. Discussion of the Halloween fundraiser.
Member Martin informed the board that there were still some materials needed for the
Haunted House fundraiser, including black fabric, grocery bags and milk jugs. The
fundraiser is scheduled for October 26th - 30th.
4. Discussion of quarterly report to City Council
The board decided to wait to report to the City Council until after Lakeside Arts Center
Policy has been established.
5. Discussion of arts building policy

The board discussed the drafting of a use policy for the Lakeside Arts Center (LAC) by
Liaison Margolis. Concerns expressed included staffing of the LAC, the city's role in
establishing the policy, establishing a damage deposit and who would hold that deposit,
and availability of contacts for emergencies and other LAC needs in-between Cultural
Arts Board meetings.

Information and discussion regarding the Certificate of Occupancy for the Lakeside Arts
Center. (No action required.)
Chair Whitmore proposed a motion for cautioned use of the Lakeside Arts Center
pending the establishment of use policy guidelines. Member Lux seconded. The motion
passed unanimously.
7. Discussion and consideration on limiting the use of the Lakeside Arts Center to resident
groups (LAF, LCT and affiliates) until a facility management structure can be put into
place.
The board further discussed use of the LAC and staffing/management of the facility.
Matters discussed included having a telephone installed and who is responsible for
paying for a telephone. It was agreed that further clarification of management of the
facility would coincide with establishment of the pending use policy.
8. Discussion of possible upcoming arts events
Member Martin informed the board of the planned production of A Dickens Christmas
Carol: A Traveling Travesty in Two Tumultuous Acts. Auditions will be held October
15th.
Member Shailer left the meeting at 9:50 am.
9. Discussion of Civic Center construction status
Chair Whitmore reported that there would be an emergency building committee meeting
on October 11, 2005 to discuss construction issues, including a gas line.
The meeting was adjourned at 10:05 a.m.
