HomeMy WebLinkAbout07/12/05 P&Z Planning and Zoning Commission July 12,2005 I MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON JULY 12,2005 The Regular Session of the Planning and Zoning Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 12th day of July, 2005 at City Hall with the following members present: DeVille Hubbard Marlene Milsak Mike Barrett Brian Wade, Chairman Jeff Connelly Staff: Donna Bateman, Planning and Development Services Director Gordon Scruggs, Director of Engineering and Utilities James Hanvey, Engineer David Dodd, City Attorney Lauren Odell, Planner I I With five (5) P & Z members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Consider approval of the minutes for the June 28, 2005 regular session. Motion to approve the minutes of the meeting held on June 28, 2005, Commissioner Hubbard; second, Commissioner Barrett. Motion carried 5-0. 2.2 Consider approval of the minutes for the July 5, 2005 special session Motion to approve the minutes of the meeting held on July 5, 2005, Commissioner Connelly; second, Commissioner Wade. Motion carried 5-0. 3.0 ITEMS FOR CONSIDERATION I 3.1 Consider approval of a Site Plan for a High Performance Auto Spa, being a l.13-acre tract situated in the B.B.B. and C.R.R. Survey, Abstract No. 173. The subject tract is located on the east side of Main Street north of Daily Drive and south of South Colony Drive (SP05-011). - 1 - Planning and Zoning Commission July 12, 2005 I Ms. Odell presented the staff report regarding approval of the Site Plan for the High Performance Auto Spa, located east side of Main Street north of Daily Drive and south of South Colony Drive. Mr. Vincent Jarrard with EDG Architects, 1130 Dragon Street #130, Dallas, TX 75207, was present to answer questions. Staff recommends approval. A motion for approval of a Site Plan for a High Performance Auto Spa, being a l.13-acre tract situated in the B.B.B. and c.R.R. Survey, Abstract No. 173. The subject tract is located on the east side of Main Street north of Daily Drive and south of South Colony Drive (SP05-011). Commissioner Connelly; second Commissioner Milsak. Motion carried 5-0. 4.0 PUBLIC HEARING 4.1 Continue the public hearing and consider making a recommendation to the City Council regarding an amendment to Planned Development 16. The subject property is generally located at the northeast corner of the intersection of State Highway 121 and Morningstar Drive (Z05-0004). I Ms. Odell presented the staff report regarding a recommendation to the City Council to amend Planned Development 16. The subject property is generally located at the northeast comer of the intersection of State Highway 121 and Morningstar Drive. Demian Salmon, with Jackson-Shaw Company, 4890 Alpha Road, Suite 100, Dallas, TX 75244 was present to answer questions. Mr. Salmon furnished the Commissioners with a booklet of information on the proposed development. Commissioner Hubbard asked about the plans for the extension of Memorial Drive. Director Scruggs explained both the City of The Colony and the City of Frisco are working together to build a bridge over the railroad tracks in the long term. Chairman Connelly asked about the masonry content on the residential areas. Ms. Odell explained the all portions of the development are required to be 100% masonry material because of the Gateway Overlay District regulations. I Commissioner Connelly asked if the proposed amendment prohibits the uses shown in Attachment 5 of the packet. - 2 - Planning and Zoning Commission July 12, 2005 I Mr. Dodd explained the proposed amendment allows all of the uses shown in Attachment 5. Chairman Hubbard asked about the addition of a rail-spur in the large buffer to the east of the flex industrial portion of the development Mr. Salmon informed the Commission uses that permit a rail-spur have been eliminated from the development. The buffer is intended to be only for landscaping. Chairman Wade asked about the inclusion of two concept plans in the proposed amendment- one with a north/south road and one without the road. Director Bateman explained in this amendment they are approving uses and acreages. The acreages between the two concept plans are the same. Director Bateman went on to explain the development will come back to the commission at Development Plan phase, at which time a firm layout will be established. Chairman Wade asked if anyone wanted to speak in favor of item 4.1 I Scott Forbus, 5845 Copper Canyon Drive, The Colony, TX 75056. Mr. Forbus voiced his concerns regarding there being no guarantee of the residential portion ever being constructed. Mr. Forbus was worried the flex industrial tract will encroach further north toward his home. Mr. Forbus also spoke about traffic concerns. Chairman Wade asked if anyone wanted to speak in opposition of item 4.1. No one came forward. Chairman Wade closed the public hearing. Staff recommends approval. A motion to make a recommendation to the City Council regarding an amendment to Planned Development 16. The subject property is generally located at the northeast corner of the intersection of State Highway 121 and Morningstar Drive (Z05-0004), Commissioner Connelly; second Commissioner Hubbard. Motion carried 5-0. 5.0 DIRECTOR'S REPORT Director Bateman explained the timeline distributed at the meeting regarding the State Highway 121 Corridor Master Plan. She encouraged the Commissioners to attend either of the public input sessions on July 25, 2005 or August 1, 2005. The Commissioners responded to their availability for a joint session with the City Council on August 15, 2005.
