MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING
HELD ON JUNE 28, 2005
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 28th day of June, 2005 at City Hall with
the following members present:

With six (6) P & Z members present, a quorum was established and the following items
were addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission minutes for
the meeting held on June 14,2005
Motion to approve the minutes of the meeting held on June 14,2005, Commissioner
Connelly; second, Commissioner MiIsak. Motion carried 4-0 with 2 abstentions.
Commissioners Barrett and Harrison where not present at the June 14th meeting.
3.0 CITIZEN INPUT
None
4.0 ITEMS FOR CONSIDERATION
4.1
Consider approval of a Final Plat for Lot 1, Block A, Sonoma Grande
Addition, being a 15.922-acre tract situated in the B.B.B. and c.R.R. Survey,
Abstract No. 174. The subject tract is located at the southeast corner of the
intersection of South Colony Boulevard and Memorial Drive, in The City of
The Colony, Denton County, Texas (FP05-0006).

Ms. Odell presented the staff report regarding approval of a Final Plat for Lot 1, Block A,
Sonoma Grande Addition, located at the southeast comer of the intersection of South
Colony Boulevard and Memorial Drive.
Mr. Nickolas Sulkowski, P.E. with Kimley Horn & Assoc., Inc., 12700 Park Central
Drive, Dallas, Texas 75251 and Mr. Brady Blair of Floumoy Development Company,
8900 Brookstone Centre Parkway, Columbus, Georgia were present to answer questions.
Staff recommends approval.
A motion for approval of a Final Plat for Lot 1, Block A, Sonoma Grande

Abstract No. 174. The subject tract is located at the southeast corner of the
intersection of South Colony Boulevard and Memorial Drive, in The City of The
Colony, Denton County, Texas (FP05-0006), Commissioner Milsak; second
Commissioner Connelly. Motion carried 6-0.
4.2 Consider approval of a Site Plan for the Lewisville Independent School
District Natatorium, being a 7.830-acre tract situated in the William Bridges
Survey, Abstract No. 112, the B.B.B. and c.R.R. Survey, Abstract No. 174.
The subject tract is located at the northwest corner of the intersection of
Memorial Drive and Trailview Drive, in the City of The Colony, Denton
County, Texas (SP05-0006).
Ms. Odell presented the staff report for a Site Plan for the Lewisville Independent School
District Natatorium located at the northeast comer of the intersection of Memorial Drive
and Trailview Drive.
Mr. R. Von Beougher of G & A Consultants, Inc., 111 Hillside Drive, Lewisville, Texas
75067 was present to answer questions.
The Commissioners had the following concerns:
1. Outside lighting
2. Masonry columns on the wrought iron fences
3. Footage of fire lane
4. Navigating through the parking lot
5. Landscaping
Mr. Beougher gave the following responses in the order they were asked:
1. The lighting is standard down lit, soft lighting and security lights. It meets the
City's criteria.
2. The masonry columns will be embellished with a Texas Star to match some of the
existing columns in the neighborhood.

3. The fire lane is 24'. The footage shown on the plans is a typo.
4. A drop off lane will be included in the parking lot.
5. The landscaping plans furnished to the Commission are not the most recent. The
landscaping screen will consist of Pine, Cedar and Live Oak trees.
A motion for approval of a Site Plan for the Lewisville Independent School
District Natatorium, being a 7.830-acre tract situated in the William Bridges
Survey, Abstract No. 112, the B.B.B. and C.R.R. Survey, Abstract No. 174. The
subject tract is located at the northwest corner of the intersection of Memorial Drive
and Trailview Drive, in the City of The Colony, Denton County, Texas (SP05-0006)
with the notation the fire lane is 24' and the correct landscape plan is to be
submitted prior to City Council consideration, Commissioner Connelly; second
Commissioner Harrison. Motion carried 6-0.
5.0 PUBLIC HEARING
5.1 Hold a public hearing and consider making a recommendation to the City
Council regarding an amendment to Planned Development 16. The subject
property is generally located at the southeast corner of the intersection of
South Colony Boulevard and Memorial Drive, in the City of The Colony,
Denton County, Texas (Z05-0005).

Chairman Wade opened the public hearing at 6:51 p.m.
Ms. Odell presented the staff report regarding a recommendation to the City Council to
amend Planned Development 16. The subject property is generally located at the southeast
corner of the intersection of South Colony Boulevard and Memorial Drive.

8900 Brookstone Centre Parkway, Columbus, Georgia were present to answer questions.
Mr. Sulkowski furnished the Commissioners with a parking space study.
Chairman Wade asked if anyone wanted to speak in favor of item 5.1.
No one came forward.
Chairman Wade asked if anyone wanted to speak in opposition of item 5.1.
No one came forward.
The Commissioners had the following questions:

1. Will shrubs be planted on the interior of the property?
2. Is Part B ofthe Parking Study local or national?

3. Will there be parking for oversized vehicles and boats?
4. How are the number of assigned parking spaces per tenant determined?
5. What is the time frame for the extension of South Colony Boulevard and the
widening of Memorial Drive?
6. Type of landscaping?
Mr. Blair gave the following responses in the order they were asked:
1. Yes, there will be shrubs.
2. The Parking Study is a national survey.
3. There will be parking to the side for large vehicles and boats.
4. The number of parking places assigned to a tenant depends on the number of
bedrooms in the tenant's apartment.
5. The road work will be the first part of the project.
6. The landscaping will be consistent with Phase I and those landscaping plans will
be available for the July 11 th City Council meeting.
Chairman Wade closed the public hearing at 7:10 p.m.
Staff recommends approval subject to one (1) stipulation.
A motion to make a recommendation to the City Council regarding an amendment to
Planned Development 16. The subject property is generally located at the southeast
corner of the intersection of South Colony Boulevard and Memorial Drive, in the City
of The Colony, Denton County, Texas (Z05-0004) subject to one (1) stipulation,
Commissioner Barrett; second Commissioner Connelly. Motion carried 6-0.
5.2 Hold a public hearing and consider making a recommendation to the City
Council regarding an amendment to Planned Development 16. The subject
property is generally located at the northeast corner of the intersection of State
Highway 121 and Morningstar Drive (Z05-0004).
Chairman Wade opened the public hearing at 7:12 p.m.
Ms. Odell presented the staff report regarding a recommendation to the City Council
to amend Planned Development 16. The subject property is generally located at the
northeast comer of the intersection of State Highway 121 and Morningstar Drive.
Supplemental information was also given to the Commissioners.
Forty (40) notices were mailed to the property owners within 200' of the subject tract. One
(1) notice was received in favor and (1) notice was received in opposition.
Staff recommends approval.
Mr. Damien Salmon and Mr. Chris Gardner of Jackson-Shaw Co., 48990 Alpha Rd.,
Suite 100, Dallas, Texas 75245 were present to answer questions.

Chairman Wade asked if anyone wanted to speak in favor of item 5.2.
The following spoke in favor ofItem 5.2:
Mr. Greg Logan the representative of the property owner.

Mr. Scott Forbus, 5845 Copper Canyon Drive, The Colony, Texas 75056
Chairman Wade asked if anyone wanted to speak in opposition of item 5.2.
No one came forward.
Chairman Wade closed the public hearing at 7:27 p.m.
Chairman Wade reopened the public hearing at 7:28 p.m.
After lengthy discussion the Commission felt there were numerous unanswered questions
and requested a work session.

Attorney Dodd informed the Commission nothing can be decided at a work session. He
suggested the item be tabled until the next scheduled Planning and Zoning Meeting. The
work session could be scheduled prior to the meeting.
Mr. Salmon stated time is a huge concern. It is essential this item be placed on the July 11 th
City Council agenda.
Director Bateman suggested a work session be scheduled for next Tuesday, July 5th followed
by a Special Session of the Planning and Zoning Commission.
A motion to table a recommendation to the City Council regarding an amendment to
Planned Development 16, until a Work Session and Special Session Meeting scheduled
for July 5, 2005 at 6:30 p.m., Commissioner Connelly; second Commissioner Milsak.
Motion carried 5-1. Commissioners Milsak, Barrett, Connelly, Wade and Harrison
for, Commissioner Hubbard against.
6.0 DIRECTOR'S REPORT
Director Bateman asked the Commissioners if they like the new staff report format.
The general consensus is they like the layout.

She also suggested if additional information is required the Commissioners are free to
e-mail her their questions or concerns at anytime prior to the meeting.

HELD ON JULY 5, 2005
The Special Session of the Planning and Zonin~ Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 5t day of July, 2005 at City Hall with the
following members present:

Mike Barrett

Jeff Connelly
Bill Harrison

With six (6) P & Z members present, a quorum was established and the following items
were addressed:

PUBLIC HEARING
2.1 Continue a public hearing until July 12, 2005 regardng an amendment to
Planned Development 16, zoning case Z05-0004. The subject property is
generally located at the northeast corner of the intersection of State Highway
121 and Morningstar Drive.
Director Donna Bateman informed the Commission that the applicant has requested a
postponement until the next Planning and Zoning meeting scheduled for July lih.
A motion to table the public hearing until July 12, 2005 regarding an amendment to
Planned Development 16, zoning case Z05-0004. The subject property is generally
located at the northeast corner of the intersection of State Highway 121 and
Morningstar Drive, Commissioner Hubbard; second Commissioner Barrett.
Motion carried 5-1. Commissioners Hubbard, Milsak, Barrett, Wade, and Harrison
for; Commissioner Connelly against.
