A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called to order
by Chair Whitmore at 9:18 a.m.

Minutes
a. Consideration of approval of the minutes of the Cultural Arts Board meeting held
January 8, 2004
The minutes were approved as presented.
3. Liaison's Report
a. distribution of City Board Manual
Liaison Boykin distributed the City Board Manual to new members. She will send copies
of the City ill form to Chair Whitmore and Member Parker.
4.
Discussion and consideration of allowing Dick Ledesma/The Art Zone to use the
Lakeside Arts Center for teaching art classes

Member Ledesma reports that he has already had some people sign up for classes. He
passed out a copy of an agreement between The Art Zone and the Lakeside Arts
Foundation about the classes. Ten percent of fees charged will go to the Lakeside Arts
Foundation. Chair Whitmore stated that it would be good to encourage non-profits to use
the building, and Member Shailer asked if for-profit businesses would be able to run
classes in the Lakeside Arts Building in the future. Vice Chair Martin stated that the
Board would approve requests to use the building on a individual basis. Chair Whitmore
added that his understanding was that, according to the City Manager, the building was to
be used for the Arts. Member Lux moved that the Lakeside Arts Foundation has agreed
to sponsor the Art Zone at the Lakeside Arts Center under the Cultural Arts Board.
Member Parker seconded the motion. The motion passed unanimously, with Vice Chair
Martin and Member Ledesma abstaining.
5. Discussion of possible upcoming arts events.
Vice Chair Martin mentioned that that the Father-Daughter Dance would be coming up
the next day, and that Mousetrap would be opening on February 25. Art Zone classes will
begin February 19.
6. Discussion and consideration of recommended usage guidelines for ArtsN eterans
building
Chair Whitmore stated that the Board needs more guidance from the City Manager or
City Attorney before setting the rules on paper. He stated that there was a question
regarding profit versus non-profit use of the Lakeside Arts Building. Vice Chair Martin
stated that liability issues also needed to be discussed. Liaison Boykin will convey Chair
Whitmore's request for a meeting to the City Manager.
7. Discussion of progress of planned Civic Center
The Board discussed the Mayor's decision to place a Cultural Arts Board member or
members on the building committee for the Civic Center. Chair Whitmore stated that he
was in charge of creating guidelines for the new building. Vice Chair Martin added that
there would be a City Council session on February 2l st to discuss and consider approving
a pre-construction contract for the building.
The meeting adjourned at lO:03 a.m.
