HomeMy WebLinkAbout03/08/05 P&Z Planning and Zoning Commission March 8, 2005 I MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON MARCH 8, 2005 The Regular Session of the Planning and Zoning Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 8th day of March, 2005 at City Hall with the following members present: DeVille Hubbard Marlene Milsak Mike Barrett Kirk Mikulec, Chairman Brian Wade Jeff Connelly Absent: Bill Harrison Staff: I Harry Persaud, Director of Development Services David Dodd, City Attorney James Hanvey, Engineer Lauren Odell, Planner Sandy V ondersaar, Administrative Assistant With six (6) P & Z members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Planning and Zoning Commission Minutes for 2.2 the meeting held on January 25, 2005 and the Work Session Minutes for the meeting held on February 22, 2005 Motion to approve the minutes of the meeting held on January 25, 2005 and February 22, 2005, Commissioner Milsak; second, Commissioner Wade. Motion carried 5-0 with one abstention due to Commissioner Barrett's absence at the January 25th Meeting and February 220d Work Session. I - 1 - Planning and Zoning Commission March 8, 2005 3.0 CITIZEN INPUT None 4.0 Consider approval of a Preliminary Plat for Lot 1, Block A, Advantage Storage Addition, being a 3.252-acre tract situated in the T. Wilson Survey, Abstract No. 1352, located north of SH 121, east of the existing Albertson's and west of the existing Comfort Suites Hotel, in the City of The Colony, Denton County, Texas (2005-PP002) Ms. Odell presented the staff report regarding a Preliminary Plat for Lot 1, Block A, Advantage Storage Addition located north ofSH 121, east of the existing Albertson's and west of the existing Comfort Suites Hotel. Mr. Rick Jones of Advantage Self Storage, Inc., 1500 S. Central Expressway, McKinney, Texas 75070 and Mr. Nick DiGiuseppe of RJN 17, LTD., 14860 Monfort Drive #205, Dallas, Texas were present to answer questions. Staff recommends approval with three (3) stipulations. Motion to approve a Preliminary Plat for Lot 1, Block A, Advantage Storage Addition, being a 3.252-acre tract situated in the T. Wilson Survey, Abstract No. 1352, located north of SH 121, east of the existing Albertson's and west of the existing Comfort Suites Hotel, in the City of The Colony, Denton County, Texas (2005-PP002) subject to three (3) staff stipulations, Commissioner Wade; second Commissioner Hubbard. Motion carried 6-0. 5.0 PUBLIC HEARING 5.1 Hold a public hearing and consider a request for a zoning change to amend Planned Development "PD-11" zoning district to allow for storage and warehouse development on Lot 1, Block A, Advantage Storage Addition, being 3.252 acre tract, located north of SH 121, east of the existing Albertson's and west of the existing Comfort Suites Hotel, in the City of The Colony, Denton County, Texas (2005-Z001). Chairman Mikulec opened the public hearing at 6:38 p.m. Twelve (12) notices were mailed to surrounding property owners. Mr. Rick Jones of Advantage Self Storage, Inc., 1500 S. Central Expressway, McKinney, Texas 75070 gave a presentation to the Commission. Chairman Mikulec asked if anyone wanted to speak in favor of item 5.1. No one came forward. - 2 - I I I Planning and Zoning Commission March 8, 2005 Chairman Mikulec then asked if any one wanted to speak in opposition of item 5.1. No one came forward. After extensive discussion the Commissioners requested the following stipulations: 1. Reflective lettering shall be placed on the exterior walls of each proposed building for identification by emergency personnel. 2. A landscape plan with an appropriate legend shall be submitted to staff. 3. Trees shall be planted along the southern property boundary to buffer adjacent properties and State Highway 121. Mr. Jones said they would be happy to cooperate with any requests the City may have. Motion carried 4-2. Commissioners Hubbard, Wade, Barrett and Milsak for; Commissioner Connelly and Chairman Mikulec against. With no further business, the meeting adjourned at - 3 -
