MINUTES
Agenda Item II.
Citizen Input:
1. Connie Threadgill voiced concerns about her neighbor at 5148 Reed. They
will perform no lawn maintenance and will only do basic upkeep when Code
Enforcement writes them up for a violation. She wants to know if something
can be done about repeat offenders.
Iris Browder stated that Code Enforcement is looking into annual notices for
weeds and grass violations as well as raising the administrative fee for repeat
offenders. Tom suggested a link for residents to file complaints on the city
website. Iris agreed to look it.
Agenda Item III.
Acceptance or Correction of Minutes from August 26th meeting
1. Lynda Bayliss asked that we remove #2, which was a blank line. Linda
Bayliss made a motion to accept with the change; Cheryl Mohrbacher seconds
motion.
Agenda Item IV.
New Business
1. Iris Browder discussed a draft ordinance amending Section 19-28 "Parking on
Unimproved Surfaces." Bill Longo felt that this should be advertised and
residents should be thoroughly educated before it is fully enforced. It was
discussed that Code Enforcement check with the City attorney about removing
#3 from section (b) (1), adding continuous surface to the definition of
"improved parking surface" and remove "holes and cracks" from section (c)
maintenance. Bill Longo felt it was best to table the item until the next
meeting so everyone can go over the ordinance and note any additional
changes that should be made. Item is tabled until October 28th.
2. Iris Browder reviewed a draft ordinance amending Section 10-1 "General
definitions of a nuisance". Section B was added for stagnant water and/or
abandoned pools. Bill Longo made a motion to accept; Tom Handley seconds.

3. Iris Browder presented an update on the Code Enforcement Department's
work program and accomplishments since January 2004. The complaints
dropped tremendously. Cheryl Mohrbacher asked why complaints were so
high in the 2nd quarter. Iris responded at that time Code Enforcement has
started changing a lot of the ordinances. Out ofthe 9, 488 violations written up
only 6% were complaints. This is a big drop from previous year. Bill Longo
wanted to know if the violation map could be put on the website for residents
to access. Iris said she would check into it. Bill Longo advised committee that
City Council and Mayor has a copy ofthe report and are aware of what Code
Enforcement is doing. Cheryl is happy with the amount of money collected.
Iris informed everyone that the collection process is going to start October 1 st.
