HomeMy WebLinkAbout05/27/04 CEAC CODE ENFORCEMENT ADVISORY COMMITTEE MAY 27, 2004 6:00 PM COUNCIL CHAMBERS AT CITY HALL MINUTES Agenda Item II. Citizen Input. 1. Kevin Matthews - Wants Code Enforcement to fix the flaws in the current follow up system so neighbors don't have to deal with unsightly code violations in their neighborhoods. 2. Elaine Gauger - Would like city to change the garage sale sign policy to make it easier for people to find the sales. 3. Annabelle Eanes - Wanted to thank the Code Enforcement Officer's for enforcing the trash container ordinance and making her neighborhood look much better. She is in favor of having the trash containers adjacent to the house and would like stricter enforcement. 4. Robert Knutson - Would like to keep his trash can next to the alley because he travels and is not available on trash day to take his trash can back to the adjacent housing area. Agenda Item IV. New Business 1. Harry Persaud gave a presentation on rental property inspections and how other cities are handling this issue. He talked about the benefits to the city as well as what would be required. It was agreed to take it to City Council. Motion: Tom 1 st, Eugene 2nd, Rita opposed and Cheryl abstained. 2. Iris Browder discussed the problem of objects in the Right Of Way (R.O.W.) such as basketball goals, ornamental rocks and barricades at alley entrance. The Committee agreed that this item should be presented to the City Council for approval. It will go to City Council next month. Motion: Barb 1 st, Cheryl 2nd, Chris opposed 3. Harry Persaud discussed the enforcement of the Minimum Housing Code and how it will impact the community as a whole. There was discussion as to how it would work and who would handle the different aspects of the program. The Committee recommended Code Enforcement take this issue to City Council for their guidance. Motion: Tom 1 st, Rita 2nd 4. Harry Persaud discussed the process of collecting outstanding liens and how the new program will work. The Committee agreed and it was decided to take the process to City Council for approval. Motion: Eugene 1 st, Cheryl 2nd 5. Chris Spencer discussed garage sale permits. He explained how other cities handle garage sales and what the impact on the city is. Discussed three different options that The Colony may consider. There was much discussion about other options. It was decided to allow 3 signs that could go out on Friday morning and come down Sunday by 8 PM. For Multi-family garage sales they would be allowed one banner with maximum of 21 square feet and ten signs. Motion: Tom 1 st, Linda 2nd 6. Iris Browder discussed trash containers and what kind of feed back she is getting on the subject. There was discussion on where the containers should go. Special consideration for seniors and handicap persons was discussed. It was decided that the containers should be within 10 feet of the residence within 24 hours of trash pickup with a three strikes rule in place. Motion: Cheryl 1 st, Rita 2nd 7. Iris Browder gave a brief presentation on junk vehicles and what should be done with them. Several options were discussed. It was decided that more research is needed and the topic will be revisited at a later date. Agenda Item V Unfinished Business 1. No unfinished business Agenda Items for June 24th Meeting 1.
