CODE ENFORCEMENT ADVISORY COMMITTEE

MINUTES
Agenda Item II.
Citizen Input.
1. Ed Fossman - Would like the City to consider issuing garage sale permits. He
would also like the City to address substandard/dilapidated structures.
2. Jeff Sutherland - Would like to see the Committee eliminate tarps as an option to
screen vehicles from public view. He would like the committee to look over the
junked vehicle ordinance.
3. Bob Knutson - Would like to leave his trash container at the edge of his alley
instead of moving right next to his house.
4. George Eicke - Suggested that the citizens of The Colony pay more on their water
bill so that IESI can pick up all debris when it is set out instead of calling for a
special pick up.
5. Bert - Would like to see the substandard/dilapidated houses in Eastvale either
gone or brought into compliance.
6. Mike - Would like to see the junked vehicle ordinance changed. He does not
think tarps should be an option for the screening of junked vehicles.
Agenda Item II.
New Business
1. Chris Spencer gave a presentation on the sign ordinance. He explained to the
Committee all of the items that the Chamber of Commerce would like see
addressed. The Committee agreed that the sign ordinance should go to the City
Council. Motion: Barbara 1 S\ Tom 2nd.
2. The Committee decided that Code Enforcement should not display a sign in the
City Right-of-way informing residents not to put signs there. Motion: 1 st Barbara,
2nd Cheryl.
3. The discussion on garage sale signs and banners was postponed till the May
meeting. Motion: Tom 1 S\ Cheryl 2nd.
4. Harry Persaud gave the Committee options as to where to store the trash
containers. Mr. Knutsin also gave his suggestions and comments to the
Committee. The Committee agreed that Code Enforcement should not enforce
any trash container's that are behind the 30" easement. The trash container must
be screened by a fence or shrubbery. Further discussion was postponed until the
May meeting. Motion: Tom 1 S\ Cheryl 2nd.
5. The Committee agreed that the Property Standards Letter be put on the City
web site and in the City newspaper. Motion: Bob 1 S\ Chery12nd.
6. The Committee agreed that we should not change Code Enforcement's name.
Motion: Barbara 1 S\ Chris 2nd.
7. The discussion on junked vehicles was postponed until the May meeting. Motion:
Tom 1 S\ Barbara 2nd.
8. Iris gave a brief presentation on the content of the violation letter that Code
Enforcement sends to property owners. It was mentioned that the statement
"Failure to comply could result in a citation being issued," could be a little bit
harsh. The Committee agreed that the violation letter should not be changed, but
stay the way it was originally written. Motion: Tom 1 S\ Rita 2nd.
9. The Committee agreed that Code Enforcement should add emergency lights to
their vehicles. Chris Italia suggested that Code Enforcement also put a sign that
said, " This vehicle makes frequent stops." Motion: Bill 1 S\ Barbara 2nd.
Agenda Item IV.
Unfinished Business
1. CO Inspections - Going to Council in June.
2. The collection of outstanding liens will be addressed at the May Committee
meeting.
3. All agenda items that were postponed will be brought back to the May meeting.
