NOVEMBER 17, 1994
A REGULAR SESSION of the Library Board of the City of The Colony
Texas, was called to order by Chairman Althaus at 7:00 p.m.

1. CITIZEN'S INPUT.
None.
2. CONSIDERATION OF APPROVAL OF MINUTES OF THE BOARD MEETING HELD
OCTOBER 27, 1994.
Minutes stand approved as presented.
3. CHAIRMAN'S REPORT.
Chairman Althaus reiterated his earlier idea about setting
aside a time in January or February to discuss long range planning
for the Library. Director Sveinsson stated she is trying to
obtain a copy of a long range planning manual. She also stated
that we may want to look at the planning process used by
Carrollton Public Library; they had a consultant guide them
through developing a long-range plan and securing Council support
of the plan. Chairman Althaus reminded the Board members of the
upcoming reception on November 28th from 7 p.m. to 8 p.m. at City
Hall. The reception is for individuals interested in serving on
Advisory Boards; current Board members are encouraged to attend to
share their experience with potential Board members.
4. LIBRARY FOUNDATION EXECUTIVE DIRECTOR'S REPORT.
None.
5. NTRLS LAY REPRESENTATIVE'S REPORT.
The Library hosted the East Region meeting on November 17th.
Director Joe Garcia presented a report describing NTRLS and its
functions. The NTRLS newsletter, The Roundup, has resumed
publication.
6. NEW TECHNOLOGIES COMMITTEE REPORT.
None.
7. LIBRARY DIRECTOR'S REPORT.
Full-time Circulation Clerk Donahue is back from maternity
leave, bringing staffing back to our budgeted allotment.
The wording on last months Circulation Policy amendment may
need revision. The Library accepts funding from the County and
therefore may not be legally able to limit the area served by the
outreach programs to The Colony city limits; Director Sveinsson
will contact the State Library for clarification.
The Library will co-sponsor a fine arts exhibit the week of
April 25th in the Meeting Room. The artists are local women.
The artists will provide all publicity, the refreshments for the
reception, and will monitor the materials on exhibit. Waivers
will be in place relieving the Library of responsibility for the
art pieces. The purpose of the exhibit is to increase awareness
of the talent of local artists.
The Friends of The Colony Public Library raised $554.95 at the
rummage sale held on the Library's lawn. The Thanksgiving pie
sale netted $265.00; the Tupperware sale brought in $203.00. The
group gained two new members and dropped three overdue members. A
membership drive is in the planning stages.
Director Sveinsson is again serving on a city-wide computer
committee. The previous committee consisted of staff
representatives from various departments and it concentrated on
gathering data to be used in developing a long-range plan for
developing computer resources and for eventually linking all City
departments. The current committee consists of City Manager
Johnny Smith, Councilman Kay Hardin, Utility Administration Office
Manager Jackie Carroll, Utility Administration Computer Operator
Charmyne Crowe, Director Sveinsson, and citizen Joe Agnew. This
committee has been working on the plans for the new network for
Utility Administration and has also selected a consultant, Ray
Grimes, to assist with planning development, security, and linking
of our networks.
Technical Services Librarian Allen is securing pricing and
availability for replacement barcode readers; either CCD or laser
guns will be needed.
The staff will seek copies of outreach policies from other
public libraries.
772 items were purchased at the Ft. Worth used booksale.
Statistics provided in the October 1994 report included in the
Board packets yielded the following information:
Cardholders: 16,792 (up 12% from October 1993)
Collection: 48,092 (up 7% from October 1993)
Circulation: 8,495 (up 8% from October 1993)
Patron Visits: 6,894 (up 5% from October 1993)
Incoming calls: 604 (up 15% from October 1993
Revenue: $ 1,045.01 (up 32% from October 1993
Volunteers: 20 (down 5% from October 1993
Volunteer Hours: 211 (down 8% from October 1993
YA Volunteers: 1 (up 100% from October 1993
YA Vol. Hours: 5 (up 600% from October 1993
Operating Hours: 183 (down 4% from October 1993
Employees: 7.950 (up 14% from October 1993
Employee Hours: 1,242 (up 25% from October 1993
