HomeMy WebLinkAboutResolution No. 05-30 CITY OF THE COLONY, TEXAS RESOLUTION NO. 05- 3ø A RESOLUTION OF THE CITY OF THE COLONY, TEXAS, AUTHORIZING THE ELIMINATION OF CERTAIN CITY EMPLOYEE POSITIONS EFFECTIVE JUNE 30, 2005 AND AUTHORIZING SALARY ADJUSTMENTS FOR THE CITY SECRETARY AND DEPUTY CITY SECRETARY; PROVIDING AN EFFECTIVE DATE NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: Section 1. That the City Council of the City of The Colony, Texas, hereby approves the elimination of certain city employee positions (see Exhibit A), and authorizes the City Manager to proceed with cutting said positions. Section 2. That fifteen percent salary increases are hereby approved for the City Secretary and the Deputy City Secretary effective July 1, 2005. Section 3. That this resolution shall take effect immediately from and after its passage. From: Dale A. Cheatham, City Manager Date: February 28, 2005 Reference: Position Cuts In the FY 2004-05 Budget, nine new positions were added in the General Fund at a cost of more than $500,000. We have budgeted a draw down in the General Fund of about $285,000 this year. The draw down would have been greater if the new positions were budgeted for a full year. The City Council asked staff to identify possible changes to reduce costs and increase revenues. Since a majority of the budget is comprised of personnel costs, it is difficult to achieve any significant savings without reducing these costs. As a result, I am proposing to cut the below positions effective June 30, 2005. At some point in the future the Council may reevaluate the positions to determine if it is necessary to fund them. Positions to be cut: · Building Inspector - this position was not funded in the current year, but was previously authorized by the City Council · Customer Service Representative in Building Inspections · Receptionist position in City Hall · Records Manager in City Secretary's Office · Customer Service Representative in Public Works funded in Utility Fund · Utility/Payroll Administrator funded in Utility Fund · Programs Coordinator in Recreation · Office Supervisor at Hidden Cove Park (HCP) · Customer Service Representative (HCP) · Maintenance Supervisor (HCP) · 4 Maintenance Groundskeepers (HCP) · PT Customer Service Representative (HCP) 2/28/2005 2:02 PM C:\Position Cuts. doc Many of the above positions are currently vacant. There were several positions we chose not to fill once they became vacant in the current year. With the elimination of the Records Manager position, the City Secretary and Deputy City Secretary will be taking on additional responsibility. It is proposed that the City Secretary and Deputy City Secretary receive pay increases of 15 percent for this additional work. Of course, if it is later determined that the Records Manager or any of these other positions are required the Council can elect to fund them again in the future. The estimated full-year savings of eliminating the above positions would be close to $200,000. This does not include the savings from eliminating the Hidden Cove Park positions since this has, for the most part, been factored into the current year budget. 2/28/2005 2:02 PM C:\Position Cuts.doc
