HomeMy WebLinkAbout12/14/04 P&Z Planning and Zoning Commission December 14, 2004 I MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON DECEMBER 14, 2004 The Regular Session of the Planning and Zoning Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 14th day of December, 2004 at City Hall with the following members present: Bill Jamme, Chairman Mike Barrett DeVille Hubbard Kirk Mikulec Tardy: Brian Wade Bill Harrison Absent: I Marlene Milsak - personal Staff: Harry Persaud, Director of Development Services Lauren Odell, Planner Fred Ehler, Senior Engineer Sandy Vondersaar, Administrative Assistant With four (4) P & Z members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Planning and Zoning Commission Minutes for the meeting held on November 9, 2004. Motion to approve the minutes of the meeting held on November 9, 2004, Commissioner Barrett; second, Commissioner Mikulec. Motion carried 4-0. I - 1 - Planning and Zoning Commission December 14, 2004 3.0 CITIZEN INPUT None Commissioner Wade arrived at 6:31 p.m. 4.1 ITEM FOR CONSIDERATION 4.1 Consider approval of a Final Plat for Lot 1, Block A, Colony Plaza Addition, being a 2.562-acre tract situated in the T. Wilson Survey, Abstract No. 1352, located North of SH 121, West Blair Oaks Drive, and North of the existing Bank One, in the City of The Colony, Denton County, Texas. (2004-FP006) Ms. Odell presented the staff report regarding approval of a Final Plat for Lot 1, Block A, Colony Plaza Addition located north of SH 121, east of Main Street, south of Memorial Drive and west of Blair Oaks Drive. Mr. Brandon Davidson, P.E. with Corwin Engineering, Inc., 200 W. Belmont, Suite E, Allen, Texas 75013 and Mr. Dale Gates of Gateway Development, 14860 Montfort Drive, Suite 205, Dallas, Texas 75254, were present to answer questions. Staff recommends approval with one (1) stipulation. A motion for approval of a Final Plat for Lot 1, Block A, Colony Plaza Addition, being a 2.562-acre tract situated in the T. Wilson Survey, Abstract No. 1352, located North of SH 121, West Blair Oaks Drive, and North of the existing Bank One, in the City of The Colony, Denton County, Texas. (2004-FP006) subject to one (1) staff stipulation, Commissioner Hubbard; second Commissioner Barrett. Motion carried 5-0. 4.2 Consider approval of a Site Plan for Lot 1, Block A, Colony Plaza Addition, being a 2.562-acre tract situated in the T. Wilson Survey, Abstract No. 1352, located North of SH 121, West Blair Oaks Drive, and North of the existing Bank One, in the City of The Colony, Denton County, Texas. (2004-SP013) Ms. Odell presented the staff report regarding a Site Plan for Lot 1, Block A, Colony Plaza Addition located north of SH 121, east of Main Street, south of Memorial Drive and west of Blair Oaks Drive. Motion carried 5-0. 4.3. Consider approval of a Final Plat for Arbor Hills Way, Sumner Street, and Stag's Leap Drive, Parks of Austin Ranch Addition, being 3.2871-acres of roadway situated in the John B. Martin Survey, Abstract No. 827, located south of Windhaven Parkway, in the City of The Colony, Denton County, Texas. (2004-FP007) Ms. Odell presented the staff report regarding a Final Plat for Arbor Hills Way, Sumner Street, and Stag's Leap Drive, Parks of Austin Ranch Addition located south of Windhaven Parkway. Commissioner Harrison arrived at 6:42 p.m. Mr. John Spiars of Spiars Engineering, 730 E. Park Boulevard, Suite 210, Piano, Texas 75074 and Bill Walker of Billingsley Company, 4100 International Parkway, Suite 110, Carrollton, Texas 75007, were present to answer questions. I Staff recommends approval with two (2) stipulations. A motion for approval of a Final Plat for Arbor Hills Way, Sumner Street, and Stag's Leap Drive, Parks of Austin Ranch Addition, being 3.2871-acres of roadway situated in the John B. Martin Survey, Abstract No. 827, located south of Windhaven Parkway, in the City of The Colony, Denton County, Texas (2004- FP007) subject to two (2) staff stipulations, Commissioner Hubbard; second Commissioner Wade.
