HomeMy WebLinkAbout06/23/94 Library Board MINUTES OF THE LIBRARY BOARD OF THE CITY OF THE COLONY JUNE 23, 1994 A REGULAR SESSION of the Library Board of the City of The Colony Texas, was called to order by Vice-Chair Wood at 7:03 p.m. Present: Ken Wood Place 1 Diana Kruzich Place 2 Dorian Barton Place 4 Jayme Skelton Alternate 2 Toby Pollard Council Liaison Becky Betancourt Secretary Joan L. Sveinsson Library Director Absent: James Althaus Place 3 (Business) Morris Seay Place 5 (Business) Jayme Skelton, newly appointed Alternate 2, was introduced to the Board. Councilman Toby Pollard was introduced to the Board as the new Council Liaison. Alternate 1, Doug Hagedorn, has submitted his resignation from the Library Board. 1. CITIZEN'S INPUT. None. 2. CONSIDERATION OF APPROVAL OF MINUTES OF THE BOARD MEETING HELD APRIL 28, 1994. Minutes stand approved as presented. 3. CHAIRMAN'S REPORT. None. 4. LIBRARY FOUNDATION COMMITTEE CHAIR REPORT. None. 5. NTLS LAY REPRESENTATIVE'S REPORT. It was reported that Lester McKiernan, NTLS Coordinator, submitted his resignation, having accepted an out of state position. 6. NEW TECHNOLOGIES COMMITTEE REPORT. None. 1 7. DISCUSSION AND CONSIDERATION OF PROPOSED AMENDMENTS TO THE ~ CIRCULATION POLICY TO COVER OUTREACH PROGRAMS. Alternative due dates, renewal periods, the number of items to be checked out, accrual of overdue fines, and the use of high demand items were discussed. Member Barton moved to accept the amendments as recommended by staff. Member Kruzich seconded. The motion carried. 8. LIBRARY DIRECTOR'S REPORT. The changes in the format of the Summer Reading Club were discussed. This years' emphasis is on making contact with the children, as well as encouraging them to read, as opposed to the emphasis in previous years on the completion of their reading contracts. The revenue year to date has exceeded the year to date projection. Circulation for May 1994 was a 30% increase over May 1993. It was comparable to May 1992, when the Library was funded for more operating hours and more circulation staff; a 16% reduction in circulation staff resulted in a 6% reduction in operating hours in August 1992. The proposal to add a temporary full-time Circulation Clerk for the summer months for FY 1994-95 was discussed, as were the proposals for a regular full-time ~-~ Circulation Clerk -- due to the increase in circulation -- and for a regular, full-time Support Services Clerk to provide clerical support to the Youth Services and Technical Services Librarians. The Circulation Clerk for the summer months is the department's top priority new personnel request, followed by the request for the regular full-time Circulation Clerk. The City Council directed the City Manager to send a favorable response to Commissioner Jacobs re: the library funding policy proposed by Commissioners Armey and Wilson. This policy would dedicate 1% of the county's budget to library funding. The allocation formula would be similar to the current formula, with an increase in the matching funds portion limit to $10,000. Ceiling fans were purchased for the Circulation area; installation is pending availability of the Wastewater Maintenance staff electrician. The Library will be sending donated material to the tornado damaged libraries of Desoto and Lancaster as soon as those libraries are out of their temporary facilities. Director Sveinsson advised the Board of new guidelines re: fines incurred by Library volunteers and asked for their comments. Brief discussion showed agreement with the guidelines. Circulation Coordinator Collins will send a letter to the volunteers to inform them of the new guidelines. ~ 2 Infotrac, a CD-ROM index to magazine articles, is here on a trial basis through June; it will be retained on a subscription basis. The Friends of The Colony Public Library are purchasing a network card to add the workstation in the Secretary's office to the network. Statistics provided in the May 1994 report included in the Board packets yielded the following information: Cardholders: 15,990 (up 13% from May 1993 Collection: 46,981 (up 9% from May 1993 Circulation: 7,509 (up 30% from May 1993 Patron Visits: 6,082 (up 21% from May 1993 Incoming calls: 530 (up 10% from May 1993 Revenue: $ 1,038.77 (up 14% from May 1993 Volunteers: 20 (up 18% from May 1993 Volunteer Hours: 213 ( 0% from May 1993 YA Volunteers: 1 (down 75% from May 1993 YA Vol. Hours: 2 (down 78% from May 1993 Operating Hours: 173 (up 2% from May 1993 Employees: 7.950 (up 14% from May 1993 Employee Hours: 1,202 (up 12% from May 1993 The meeting adjourned at 8:18 p.m. ~en Wood, Vice-Chair Becky Betancourt, Secretary
