HomeMy WebLinkAbout02/24/94 Library Board MINUTES OF THE LIBRARY BOARD OF THE CITY OF THE COLONY FEBRUARY 24, 1994 A REGULAR SESSION of the Library Board of the City of The Colony Texas, was called to order by Chairman Wood at 7:02 p.m. Present: Ken Wood Place 1 Diane Kruzich Place 2 James Althaus Place 3 Morris Seay Place 5 Doug Hagedorn Alternate 2 Becky Betancourt Secretary Joan L. Sveinsson Library Director Absent: Jay Dalbo Place 4 Dorian Barton Alternate 1 Joe Agnew Council Liaison 1. Citizen's input. Lorraine Clark, 5516 Slay Dr., President of The Friends of The Colony Public Library, reported that a used booksale would be held March 5, 1994 and a rummage sale on March 12, 1994. Ms. Clark asked for donations for the rummage sale from the Board members. The money raised from the rummage sale will be used to purchase childrens books. Chair Wood apologized at this time for not attending the Volunteer Recognition Ceremony. Member Althaus was thanked for speaking to the volunteers on Chair Wood's behalf. 2. Consideration of approval of minutes of the Board meeting held January 27, 1994. Minutes stand approved as presented. 3. Election of Chair. The floor was opened by Chair Wood for nominations. James Althaus was nominated by Diana Kruzich. There were no other nominations. The vote was unanimous. At this time the meeting was turned over to Chair Althaus. 4. Election of Vice-Chair. Ken Wood volunteered to serve. There were no other nominations. The vote was unanimous. 5. Chair's report. None. 6. Library Foundation Committee Chair report. None. 7. NTLS Lay Representative's report. Chair Althaus encouraged members to attend the free lecture on "Life on the Information Super Highway" at UTD on 3-01-94. Chair Althaus has a copy of the NTRLS system orientation manual he will leave with Director Sveinsson. The Secretary will send for a copy for the Library. NTRLS now has a business plan. The East Region nominating committee has, to date, recruited three nominees for our region's member on the NTRLS Board of Directors. 8. New Technologies Committee report. Vice-Chair Wood's column in The Colony Leader this week is about the North Texas Free-Net. He states that all that is needed to tie into this service is a computer and a dedicated phone line. He will try to contact John Collins, an associate of Free-Net, and arrange for a talk with the Board about this service. 9. Director's status report. At this time, Director Sveinsson asked if there were any questions or comments on the monthly report for January 1994. There were none. Director Sveinsson presented a memo from the Reference Librarian on the follow up she has done regarding outreach services for the senior citizens. There was no interest expressed by the seniors of The Colony. She will now contact the seniors group from Little Elm - who initially requested service - and offer our services. The Reference Librarian is studying the results from the patron survey for additions to the Adult Non-Fiction collection. Two new surveys will be started in March: a) additions to the Reference collection; b) Booklists. Vice-Chair Wood will encourage 17 year olds to apply for an adult status library card in a future column. Cyndy Sanders, a practicum student from TWU, will be working on many projects, including a computer resources booklist and a Library Foundation brochure. She will also be working individually with each of the Librarians. The Volunteer Recognition Ceremony was held on February 13th. All of the staff were involved in introducing the volunteers who help in their areas. We received a lot of positive comments re: the staff's involvement in this years' presentation of awards. The non-fiction videos are now arranged on the shelf in Dewey order. These videos will start to check out for a two week period after the March 4th In-service day. The Library is expecting its first order of pre-processed books this week. These books come with the cataloging pre-loaded on a floppy disk, and with the security devices, barcodes, and spine labels attached. The additional processing fees are charged to the book budget; the cataloging fees to the Professional Services budget. The Technical Services and Reference Librarians will be attending the Texas Library Association conference in Corpus Christi from April llth to the 15th. The Library managed to stay open the day of the ice storm despite staff shortages. The Reference Librarian worked a 12 hour shift to provide reference services that day. Director Sveinsson attended a Professional Integrity seminar on 2-24-94, which was based on Steven Covey's The Seven Habits o__f Hiqhly Effective People. The City Council/Department Heads retreat went well. The future of the Library facility was discusssed. The recommendation from our NTLS consultant is not to expand our present facility, but to convert it to office space for the City's use and construct a new, larger, Library facility. Director Sveinsson and the Technical Services Librarian are still assisting other departments as needed with computer problems. Director Sveinsson explained the concept behind the City Beat column in The Colony Leader and asked the Board for suggestions for topics on future columns to be provided by the Library. The art area in the staff workroom has been reorganized. The money for materials needed was provided by the Friends and the labor donated by Paul and Carolyn LeMaire. The budget process started earlier this year. Goals and objectives are due first; then funding requests. This year, Council will be implementing a 3 year line item budget. Capital outlay for this fiscal year will be released on 3-01-94. The Denton County Library Advisory Board made a formal presentation to the Denton County Citizen's Budget Advisory Committee last night. The presentation was in response to requests from the Citizen's Budget Committee to research various funding options. The recommended funding option called for an increase to the total amount funded and for a two-tier funding formula. Two other options were presented as second and third choice options. The City of Denton is opposing these recommendations. The City of Denton would like more of the funding to go to the larger libraries and thus supports a formula based strictly on per capita funding. The difference between the DCLAB's recommendation and the straight per capita recommendation is less than $2000. Denton claims it is concerned with the "principle" involved, not the actual dollar amounts. Denton's recommendation would greatly reduce the funding to the smaller libraries serving the county. The Citizen's Budget Committee will meet again next Thursday to develop a resolution. The search for a new City Manager has been narrowed down to the top six applicants. Four of these applicants will meet with all Department Heads and Council members the 2nd week of March. Five more books have been placed in the collection through the Friends "Adopt-A-Book program this month. Statistics provided in the February 1994 report included in the Board packets yielded the following information: Cardholders: 15,603 (up 3% from February 1993) Collection: 46,239 (up 12% from February 1993) Circulation: 8,843 (up 22% from February 1993) Patron visits: 7,622 (down 1% from February 1993) Incoming calls: 699 (up 6% from February 1993) Revenue: $ 1,015.48 (up 4% from February 1993) Volunteers: 21 (up 3% from February 1993) Volunteer Hours: 205 (down 1% from February 1993) YA Volunteers: 0 YA Vol. Hours: 0 Operating Hours: 169 ( 0% from February 1993) Employees: 7.950 (up 23% from February 1993) Employee Hours: 1,198 (up 20% from February 1993) The meeting adjourned at 8:03 p.m. James Althaus, Chair Becky ~'~tancourt, Secretar~
