RESOLUTION NO. O/.f _ 80
A RESOLUTION EXPRESSING THE INTENT OF THE GOVERNING BODY OF THE CITY OF
THE COLONY THAT THE CAPACITY AND SAFETY IMPROVMENTS TO BOYD ROAD,
WITHIN THE COLONY, AS DEPCITED IN THE COMPLETED PLANS, SPECIFICATIONS AND
ESTIMATES, ARE HEREBY FOUND TO BE NECESSARY AND APPROPRIATE FOR EXISTING
AND PROJECTED CONDITIONS AND THE FACILITY SHOULD BE TIMEL Y COMPLETED.
WHEREAS, efficient non-congested transportation in the region is a necessary component for economic
growth, air quality, safety and quality of life; and
WHEREAS, nearly 90,000 vehicles are added annually to the streets and highways of the Dallas-Fort
Worth Transportation Management Area (Region); and
WHEREAS, the metropolitan area is the ninth largest metropolitan area in the country and is expected to
grow by one million persons each decade, which by 2025 is a 75% increase over 1999 and modeled travel
in the region will increase by 87%; and
WHEREAS, Denton County is part of the North Central Texas Transportation Management Area, the
largest of the eight TMAs in the state of Texas; and
WHEREAS, the "near neighbor - near time" local thoroughfare projects, in conjunction with regional
and state projects facilitated by the construction of segments of State Highway 121 as an electronic toll
facility, will provide significant mobility options in the region and in, around and through The Colony
which will place additional traffic and congestion pressure on FM 423; and
WHEREAS, Denton County, The Colony and the City of Frisco have been collectively developing, over
the past several years, a roadway corridor that will carry anticipated development traffic from the
Wynnwood Peninsula through both the Colony and Frisco to the Dallas North Toll Road; and
WHEREAS, the development adjacent to the thoroughfare has projected growth which includes 1,100
homes, 900 condominiums, a major hotel and recreation facilities, which could generate approximately
21,500 as an average daily traffic count; and
WHEREAS, the planned capacity enhancement to local projects, including Memorial Drive (three
segments), South Colony Boulevard and Paige Road will facilitate inter-municipal circulation within The
Colony; and
WHEREAS, these local projects should be considered as systematic capacity enhancements, along with
regional arterials planned in a similar timeframe including State Highway 121, Farm to Market Road 423
and Farm to Market Road 720, which all are components of, or effect, the master thoroughfare plan of
The Colony; and
WHEREAS, the estimated cost for the Boyd Road improvement project is $6.6 million which was
addressed in both the 1998 Better Safer Road Program and the Transportation Road Improvement
Program of 2004, with commensurate funding allocations; and
WHEREAS, the completion of the Boyd Road project consisting of a 3.1 mile "off system" segment, will
provide inter-municipal circulation in conjunction with identified local projects (authorized Nov. 2004 by
Tex. Transportation Comm.) and should be completed in a systematic fashion.

NOW THEREFORE BE IT RESOLVED by the City Council of the City of The Colony:
SECTION 1. AUTHORITY
The Mayor, or Mayor's designee, is hereby authorized and directed to implement the applicable
provisions of this Resolution.
SECTION 2. EXPRESSION OF INTENT
The governing body of the City of The Colony does hereby express its intent for the timely
completion of Boyd Road capacity enhancements, consistent with the advanced planning which has been
completed. The Boyd Road project is a priority for The Colony to complete inter-municipality traffic
flow and circulation consistent with the thoroughfare plan of The Colony which incorporates regional
arterial enhancements and local project completions.
The Boyd Road project is one component of an overall integrated, systematic thoroughfare plan for
capacity enhancements to local and regional arterials within The Colony that facilitates anticipated
vehicular traffic through the planning window of 2025. Denton County is respectfully requested to
proceed with the 3.1 mile capacity expansion project to Boyd Road, consistent with planning completed
and the representations made, which The Colony finds to be unchanged. The capacity and safety
improvements to Boyd Road are necessary and appropriate for existing and projected conditions. The
facility should be timely completed.
SECTION 3. RECITATIONS
All recitations made herein and found to be true and correct by the City Council and are incorporated
herein for all purposes.
SECTION 4. NOTICE
The City Manager is instructed to convey a copy of this Resolution to those entities that are necessary
and appropriate to facilitate the actions recommended herein.
SECTION 5. EFFECTIVE DATE
This Resolution shall take effect from and after the date of its adoption.
