HomeMy WebLinkAboutOrdinance No. 03-1462 CITY OF THE COLONY, TEXAS ORDINANCE NO. ~)~;'-td'la"7_..~ AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH FREEgE-NICHOLS TO PROVIDE ALTERNATIVE ASSESSMENTS TO ROUTE WASTEWATER TO THE NORTH TEXAS MUNICIPAL WATER DISTRICT REGIONAL TREATMENT PLANT; ATTACHING THE APPROVED FORM OF CONTRACT AS EXHIBIT "A"; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: SECTION 1. That the City Manager of the City of The Colony, Texas is hereby authorized to execute on behalf of the City a contract with Freese-Nichols to provide alternative assessments to route wastewater to the North Texas Municipal Water District regional treatment plant. The approved form of contract is attached hereto as Exhibit "A", and made a part hereof for such purposes. SECTION 2. This Ordinance shall take effect immediately from and after its passage by the City Council of the City of The Colony, Texas. The City's existing WWTP currently receives and treats all wastewater flows generated within the city limits. Alternatives for expanding this facility to treat all of the wastewater flow at this location were examined in Task Order 2. The work described in Task Order No. 3 involves preparation of a report including an evaluation of alternatives for the ultimate delivery of all of the City of The Colony's raw wastewater flow to the North Texas Municipal Water District Regional Wastewater Treatment Plant. The attached overall schedule reflects delivery of the draft report on June 27, 2003 and the final report on July 18, 2003. Freese and Nichols, Inc. has been providing water and wastewater planning, design and construction phase services, to municipalities in the DFW Metroplex since 1894. We have adequate experience and staff in our Metroplex offices to successfully complete this assignment. My 23 years of experience have been exclusively on municipal water and wastewater treatment plant projects and I am certified by the American Academy of EnVironmental Engineers in Wastewater Treatment. My project team, including project engineer David Jackson and design engineer Jim Baddaker, have specific expertise and experience in the design and evaluation of wastewater conveyance and treatment facilities. Very truly yours, Attachments SCOPE OF SERVICES - TASK ORDER NO. 3 BASIC SERVICES: FNI shall render the following professional services in connection with the development of this Task Order: TASK DESCRIPTIONS Regional Wastewater Treatment Alternatives The City of The Colony needs an assessment of the City's Wastewater Collection and Treatment capabilities with respect to alternatives for conveyance and treatment of all or a portion of the City's raw wastewater flow to the North Texas Municipal Water District Regional Wastewater Treatment Plant. The assessment shall include the following alternatives: 1. Evaluation of alternatives for conveyance and treatment of all flow from the Austin Ranch development area. Evaluation shall include alternatives for service including partnership with Plano and/or NTMWD. The current candidate alternatives include: a. Construction of a lift station and force main from Austin Ranch area to the Regional WWTP. b. Connection to the Upper East Fork Interceptor System followed by later construction of a lift station and force main from Austin Ranch area to the Regional WWTP. 2. Evaluation of alternatives for conveyance of all flow or a portion of flow from the City of The Colony's Stewart Creek Wastewater Treatment Plant to the NTMWD Regional WWTP. The current candidate alternatives include: a. Down-rating of the City's existing WWTP to a capacity of 2.3 MGD and construction of a new lift station at the existing WWTP for pumping of the remaining wastewater flow to the NTMWD Regional WWTP. Alternative includes delineation of modifications to the existing WWTP from a contact stabilization mode of operation to extended aeration mode of operation to meet the nitrification requirement at the 2.3 MGD flowrate. The lift station will be master planned to allow pumping of ~ill future flow to the Regional WWTP for a scenario where the existing WWTP is decommissioned. b. Construction of a new lift station to pump all wastewater flow from the City's plant to the NTMWD Regional WWTP. 3. Evaluation of alternatives for conveyance of raw wastewater flows from the Wynnwood Peninsula area to facilities at the City's WWTP or the NTMWD Regional WWTP. Current candidate alternatives include: a. Construction of a new lift station in the Wynnwood Peninsula to pump wastewater flow for this area to the City's existing Stewart Creek WWTP for clt,~,cr ~ re-pumping to the NTMWD Regional WWTP. ~1~, b. " · ' cf-~ ..... ; ................... r,-~v .............. 2e, w For each alternative, FNI will prepare wastewater flow projections for average day, max day and peak 2-hour flows; identify required improvements including treatment requirements for The Colony and/or lift station with force main and gravity line sizings; prepare budget level opinions of probable construction cost; prepare a schedule for implementation of the improvements; and prepare a detailed report outlining the alternative improvements and recommendations. FNI will perform these services in accordance with the requirements of the original Agreement for Professional Services dated November 20, 2001. Page 2 Task 1.1 Project Administration FNI will perform general administrative duties associated with the Project including progress monitoring, scheduling, general correspondence, office administration, and invoicing. These duties include day-to-day contact and liaison with the OWNER and project staff; ensuring the needs of the OWNER are met in a timely manner; providing project communication; and monitoring work on the project. Task 1.2 Meet with TCEQ FNI will participate in a meeting with TCEQ and the OWNER in the Austin offices of TCEQ. FNI will prepare project timelines for current scenarios for meeting TCEQ compliance issues. FNI will provide input to the OWNER on actions and timelines for fulfilling any negotiated compliance agreement. Task 1.3 Project Meeting and Workshops Three project status/coordination meetings will be scheduled and held in the City of The Colony municipal offices to coordinate evaluation details and alternatives with the City and the North Texas Municipal Water District: Consult with OWNER and NTMWD to review the scope of services, to verify OWNER's requirements for the Project, and to review available data. Task 1.4 Final Report Prepare a Report containing schematic layouts, sketches and conceptual design criteria with appropriate exhibits to indicate the considerations involved and the stated alternative solutions available to OWNER and setting forth FNI's findings and recommendations with opinions of probable construction costs for the Project, which includes estimates of contingencies and allowances for charges of professionals and consultants. Deliverable: Draft Final Report (5 copies). Final Report (5 copies). RESPONSIBILITIES OF OWNER: OWNER shall perform the following in a timely manner so as not to delay the services of FNI: 1. Designate in writing a person to act as OWNER's representative with respect to the serVices to be rendered under this Task Order. 2. Provide all criteria and full information as to OWNER's requirements for the Project, including objectives and constraints, space, capacity and performance requirements, flexibility and expandability, and any budgetary limitations. 3. Assist FNI by placing at FNI's disposal all available information pertinent to the Project including previous reports and any other data relative to design or construction of the Project. 4. Examine all studies, reports, sketches, drawings, specifications, proposals and other documents presented by FNI within a reasonable time so as not to delay the services of FNI. COMPENSATION: The total fee for this Task Order shall be 'computed on the basis of the original Schedule of Charges but shall not exceed $41,700. If FNI sees the Scope of Services changing so that Additional Services are needed, FNI will notify OWNER for OWNER's approval before proceeding. Additional services shall be computed based on the Schedule of Charges. Page 3
