HomeMy WebLinkAboutOrdinance No. 00-1261 ORIGINAL CITY OF THE COLONY, TEXAS ORDINANCE NO. ~9Z9' / ~2~, AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SHIMEK, JACOBS AND FINKLEA CONSULTING ENGINEERS FOR A SUPERVISORY CONTROL AND DATA ACQUISITION SYSTEM; ATTACHING THE APPROVED FORM OF CONTRACT AS EXHIBIT "A"; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: SECTION 1. That the City Manager of the City of The Colony, Texas is hereby authorized to execute on behalf of the City a contract with Shimek, Jacobs and Finklea Consulting Engeineers for a Supervisory Control and Data Acquisition System. The approved form of contract is attached hereto as Exhibit "A", and made a part hereof for such purposes. SECTION 2. This Ordinance shall take effect immediately from and after its passage by the City Council of the City of The Colony, Texas. D The Colony 6800 Main St. D[O 1 8 2000 The Colony, Texas 75056 BY ENGINEERING DEPT, Re: Water Production SCADA System Dear Mr. Saldana: We are pleased to submit this proposal to perform engineering services for The Colony to implement a Supervisory Control and Data Acquisition (SCADA) System to serve The Colony. We proposed to prepare the bidding documents for procurement of the SCADA System utilizing the State's "High Technology Procurement Regulations." Each bidder will submit preliminary plans and equipment literature to fully describe their bid. The successful bidder will submit detailed plans and equipment literature for review by The Colony prior to equipment selection and installation. Our services will include preparation of the bidding documents, plans and specifications, evaluation of the bids received, shop drawing review and general construction administration. An itemized Scope of Engineering Services is enclosed with this letter. The proposed SCADA System will monitor and control the pumps at the Office Creek Pump Station and the three existing well and ground storage sites as shown on the enclosed schematic drawing. The system will monitor the water levels in the three elevated storage tanks (the Legends Elevated Storage Tank is now under construction) and the four ground storage tanks. The system will also monitor the flow meters, and it will be expandable to monitor and control water facilities added to the system in the future. The SCADA System project will also include the installation of electrically controlled butterfly valves at each of the elevated storage tanks to allow for optimum use of the elevated tanks. The SCADA System base station computer equipment will be located at the Office Creek Pump Station, and the existing mechanical monitoring equipment will be removed. The system will include a backup computer and two portable laptop computers. The data from the remote water wells and storage tanks will be transmitted to the base station by radio. Our opinion of construction cost for the SCADA System is approximately $512,000 as shown on the enclosed Cost estimate. j ~clerica?,colonyt6100~scada system\letter doc Mr. Abel V. Saldana, P.E. The Colony 12/13/00 Page 2 of 2 We propose to be compensated for our engineering services based on salary cost times 2.35, with expenses at invoice cost times 1.15. On this basis, we estimate that our fee will not exceed $30,700. Statements will be rendered monthly for work completed, and payment shall be due within 30 days. We will not proceed with our work without authorization from The Colony to do so. If you are in agreement with this proposal, please sign and return one copy of this letter to our office. Meet with City to identify water facilities to be included. B. Prepare overall layout of facilities to be included in specifications. C. Develop basic functions required by site. D. Meet with staff to finalize functions required now and in the future for each site. E. Complete radio path profiles. F. Develop Technical Specifications for 1) Overall SCADA System 2) SCADA software requirements 3) Radio System including towers and antennas 4) Computer Hardware 5) Computer Software outside SCADA 6) Other equipment and instruments required for the SCADA System. G. Prepare detailed plans for electrically controlled butterfly valves in vaults at elevated storage tanks. H. Develop rating system for submittal review. I. Outline requirements of high tech proposal submittals. : J. Prepare proposal documents. K. Review documents with City staff. II. BIDDING PHASE A. Assist in advertising for high tech SCADA proposals. B. Print documents for procurement process. C. Sell documents to potential contractors and suppliers. D. Conduct a pre-proposal meeting. E. Prepare addenda and fax to documents holders. F. Review and rank high tech proposals. G. Meet with staff to selected contractor or to short list for interviews. H. Assist in conducting interviews. I. Review shop drawings and other submittal information. This review is for the benefit of the Owner and covers only general conformance with the information given by the documents. The contractor is to review and stamp their approval on submittals prior to submitting to the Engineer. Review by the Engineer. does not relieve the Contractor of any responsibility, safety measures or the necessity to construct a complete and workable SCADA System. C. Attend progress meetings. D. Prepare routine change orders as they pertain to original scope of project. E. Provide responses to requests for clarification or information to City or Contractor. F. Prepare monthly pay requests from information received from Contractor. G. Make site visits at appropriate intervals as construction proceeds to observe progress. The visits specifically exclude any responsibility by the Engineer for job safety, job safety progress or means and methods of construction. H. Accompany the City on final inspection of SCADA System.
