HomeMy WebLinkAbout06/22/04 P&ZPlanning and Zoning Commission June 22, 2004 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON JUNE 22, 2004 The Regular Session of the Planning and Zoning Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 22nd day of June, 2004 at City Hall with the following members present: Bill Jamme, Chairman Mike Barrett Marlene Milsak Deviile Hubbard Kirk Mikulec Absent: Bill Harrison - business Brian Wade - personal Staff.' Harry Persaud, Director of Development Services James Hanvey, Staff Engineer Sandy Vondersaar, Administrative Assistant With five (5) P & Z members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Planning and Zoning Commission Minutes for the meeting held on June 8, 2004. Motion to approve the minutes of the meeting held on June 8, 2004, Commissioner Mikulec; second, Commissioner Barrett. Motion carried 4-0 with one abstention. Commissioner Milsak was not in attendance at the June 8th meeting. 3.0 CITIZEN INPUT None -1- Planning and Zoning Commission June 22, 2004 4.0 PUBLIC HEARING 4.1 Hold a public hearing and consider a request for approval of a replat for Lots 34R and 36R, Block 11, Garza Lake Estates, being a 0.366-acre tract situated in the G. Emberlin Survey, Abstract No. 394, located on Lakeview Drive, in the City of The Colony, Denton County, Texas. (2004-RP002) Chairman Jamme opened the public hearing at 6:31 p.m. Mr. Persaud presented the staff report regarding a public hearing to consider a request for approval of a replat for Lots 34R and 36R, Block 11, Garza Lake Estates located along Lakeview Drive. Forty-nine (49) notices were mailed to the property owners within 200 feet of the subject tract. At meeting time, one (1) response in favor had been received. Mr. Sam Romo, 4141 North Shore Drive, The Colony, Texas 75056, was present to answer questions. Chairman Jamme closed the public hearing at 6:35 p.m. Staff recommends approval. A motion to recommend approval of a replat for Lots 34R and 36R, Block 11, Garza Lake Estates, being a 0.366-acre tract situated in the G. Emberlin Survey, Abstract No. 394, located on Lakeview Drive, in the City of The Colony, Denton County, Texas. (2004-RP002), Commissioner Milsak; second, Commissioner Mikulec. Motion carried 5-0. 4.2 Hold a public hearing and consider making a recommendation to the City Council to amend Planned Development "PD-10" zoning district classification to allow for an office/warehouse development on a tract of 11.07 acres being Lot 1, Block 1, Edward Don Addition, situated in the T.A. West Survey, Abstract No. 1344, on Piano Parkway and east of the Pizza Inn Corporate Headquarters, in the City of The Colony, Denton County, Texas. (2004-Z001) Chairman Jamme opened the public heating at 6:36 p.m. Mr. Persaud presented the staff report regarding a public hearing to consider making a recommendation to the City Council to amend Planned Development "PD-10" zoning district classification to allow for an office/warehouse development on a tract of 11.07 acres being Lot 1, Block 1, Edward Don Addition located on Plano Parkway and east of the Pizza Inn Corporate Headquarters. __ -2- Planning and Zoning Commission June 22, 2004 Five (5) notices were mailed to the property owners within 200 feet of the subject tract. Park Boulevard, Suite 210, Plano, Texas 75074 and Mr. Marc Sullivan of Billingsley Company, 4100 International Parkway, Suite 1100, Carrollton, Texas 75007 were present to answer questions. Staffrecommends approval with three (3) staff stipulations. Chairman Jamme closed the public heating at 7:05 p.m. A motion to recommend to the City Council an amendment to Planned Development "PD-10" zoning district classification to allow for an office/warehouse development on a tract of 11.07 acres being Lot 1, Block 1, Edward Don Addition, situated in the T.A. West Survey, Abstract No. 1344, on Piano Parkway and east of the Pizza Inn Corporate Headquarters, in the City of The Colony, Denton County, Texas. (2004- Z001) subject to three (3) staff stipulations, Commissioner Barrett; second Commissioner Mikulec. Motion carried 5-0. 5.0 Consider a request for approval of a final plat for Lot 1, Block 1, Edward Don Addition, being a 11.07 acre tract located on Piano Parkway and east of the Pizza Inn Corporate Headquarters, situated in the T.A. West Survey, Abstract No. 344 and located in the City of The Colony, Denton County, Texas. (2004-FP004) Mr. Persaud presented the staff report regarding approval of a final plat for Lot 1, Block 1, Edward Don Addition located south of State Highway 121 along Plano Parkway and east of the Pizza Inn Corporate Headquarters. Mr. John Spairs of Spiars Engineering, 730 E. Park Boulevard, Suite 210, Plano, Texas 75074 and Mr. Marc Sullivan of Billingsley Company, 4100 International Parkway, Suite 1100, Carrollton, Texas 75007 were present to answer questions. Staffrecommends approval with three (3) stipulations.
