HomeMy WebLinkAboutOrdinance No. 99-1121ORIGIb CITY OF THE COLONY, TEXAS ORDINANCE NO. l,� % AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH NRS CONSULTING ENGINEERS FOR THE PROFESSIONAL SERVICES RELATED TO THE RISK MANAGEMENT PLAN FOR WASTEWATER SERVICES; ATTACHING THE APPROVED FORM OF CONTRACT AS EXHIBIT "A"; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: SECTION 1. That the City Manager of the City of The Colony, Texas is hereby authorized to execute on behalf of the City a contract with NRS Consulting Engineers for professional services related to the risk management plan for wastewater services. The approved form of contract is attached hereto as Exhibit "A", and made a part hereof for such purposes. SECTION 2. This Ordinance shall take effect immediately from and after its passage by the City Council of the City of The Colony, Texas. Hicks, TRMC, City Secretary APPROVED AS TO FORM: 7EEHa::-_ City Morney WORK ORDER FOR PROFESSIONAL SERVICES WORK ORDER NUMBER CY9901 This will constitute authorization by the City of The Colony, Texas (OWNER) for NRS Consulting E ineers Inc (ENGINEER) to proceed with the following described "PROJECT": The Engineer will perform all necessary professional services in accordance with the basic "Agreement for Engineering Services" between the Owner and the Engineer dated October 2, 1995 for the completion of THE COLONY WASTEWATER TREATMENT PLANT RISK MANAGEMENT PROGRAM The Engineer shall perform the following services: 1. Prepare a Risk Management Program per U.S. E.P.A. guidelines and register said program with the E.P.A. Said program is to include as a minimum the following items: A. Perform an onsite inspection of the Treatment Plant and interview the plant manager. B. Enter the information from the interview into the E.P.A.'s Risk Management Plan computer program. C. Accumulate information and draft the following: 1. Hazard Assessment Report 2. Accident Prevention Program 3. Emergency Response Program 4. Executive Summary of Risk Management Program 5. Risk Management Plan Submittal Package - Registration D. Review the draft manual prepared by NRS with onsite Treatment Plant personnel for their comments and suggestions. E. Submit final Risk Management Plan to the E.P.A. and the Treatment Plant as close as possible to the June 21, 1999 deadline. The program will need to be updated along with a revisit for the next three years to review and submit to the E.P.A. any changes from the submission of the plant's original Risk Management Program. These revisions are not a part of the scope of this project. For performing the basic services described, the Engineer is to be paid on an hourly basis as per the attached schedule of fees, not to exceed $8,500.00 unless authorized by the OWNER. Monthly statements shall be submitted by the Engineer for services rendered in the preceding month.
