MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING
HELD ON APRIL 13, 2004
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 13th day of April, 2004 at City Hall with
the following members present:
Bill Jamme, Chairman
Marlene Milsak
Michael Barrett
Deville Hubbard
Brian Wade
Kirk Mikulec
Bill Harrison - Arrived at 6:35 p.m.
Staff:
Harry Persaud, Director of Development Services
Chris Spencer, Planner
James Hanvey, Staff Engineer
Sandy Vondersaar, Administrative Assistant
With six (6) P & Z members present, a quorum was established and the following items
were addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on March 23, 2004.
Motion to approve the minutes of the meeting held on March 23, 2004,
Commissioner Wade; second, Commissioner Hubbard. Motion carried 4-0 with
two abstentions. Commissioners Milsak and Barrett were not in attendance at the
March 23ra meeting.
3.0 CITIZEN INPUT
None
Commissioner Harrison arrived at 6:35 p.m.

4.0 ITEMS FOR CONSIDERATION
4.1 Consider a request for approval of a Preliminary & Final Plat for Lot 1, Block
1, Thomas Agency Addition, being a 6.730-acre tract situated in the B.B.B. &
C.R.R. Survey, Abstract No. 173, located east of Rainbow Foods and west of
the Lutheran Church, in the City of The Colony, Denton County, Texas.
(2004- PP001 & 2004-FP002)
Mr. Spencer presented the staff report regarding approval of a Preliminary and Final Plat
for Lot 1, Block 1, Thomas Agency Addition located east of Rainbow Foods and west of
the Lutheran Church.
Mr. Thomas Osborne, Amhitect with Phelps/Wood Corporation, 8992 Taf~ Powell Road,
Frisco, Texas 75035, was present to answer questions.
Staff recommends approval with seven (7) stipulations.
A motion for approval of a Preliminary & Final Plat for Lot 1, Block 1, Thomas
Agency Addition, being a 6.730-acre tract situated in the B.B.B. & C.R.R. Survey,
Abstract No. 173, located east of Rainbow Foods and west of the Lutheran Church, in
the City of The Colony, Denton County, Texas. (2004-PP001 & 2004-FP002) subject to
seven (7) staff stipulations, Commissioner Hubbard; second, Commissioner Wade.
Motion carried 7-0. --
4.2 Consider a recommendation for approval of a Site Plan for a Steven L.
Thomas Agency Office located on Lot 1, Block 1, Thomas Agency Addition,
being a 6.730-acre tract situated in the B.B.B. & C.R.R. Survey, Abstract No.
173, located east of Rainbow Foods and west of the Lutheran Church, in the
City of The Colony, Denton County, Texas. (2004-SP003)
Mr. Spencer presented the staff report regarding approval of a Site Plan for a Steven L.
Thomas Agency Office located east of Rainbow Foods and west of the Lutheran Church.
Mr. Thomas Osborne, Architect with Phelps/Wood Corporation, 8992 Taft Powell Road,
Frisco, Texas 75035, was present to answer questions.
Staff recommends approval with six (6) stipulations.
