MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING
HELD ON MARCH 23, 2004
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 23~ day o£March, 2004 at City Hall with
the following members present:

With five (5) P & Z members present, a quorum was established and the following items
were addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on March 9, 2004.
Motion to approve the minutes of the meeting held on March 9, 2004, Commissioner
Harrison; second, Commissioner Mikulec. Motion carried 5-0.

4.0 PUBLIC HEARING

4.1 Hold a public hearing and consider an ordinance of the City of The Colony, __
Texas amending the Comprehensive Zoning Ordinance of the City, as
amended, by amending Section 10-200 to provide for "Mobile Food
Vendors"; by amending Section 10-300 to add a definition for "Mobile Food
Vendor"; and by adding Section 10-1350 to provide regulations for "Mobile
Food Vendors"; and providing for an effective date. (2004-M004)
Chairman Jamme opened the public heating at 6:32 p.m.
Mr. Spencer presented the staff report regarding amending the Comprehensive Zoning
Ordinance to include "Mobile Food Vendors." In the past permits have been issued for
Mobile Food Vendors on a case-by-case basis. With this ordinance staff is proposing to
streamline the process. The draft ordinance has been reviewed by the City Attomey.
Mr. Albrecht P. Bahr, 5233 Strickland Avenue, spoke in favor of the ordinance.
Chairman Jamme closed the public hearing at 6:54 p.m.
Staffrecommends approval.
A motion to consider an ordinance of the City of The Colony, Texas amending

carried 5-0
5.0 ITEMS FOR CONSIDERATION
5.1 Consider a recommendation for approval of a Site Plan for a Kwik Kar
Carwash located on Lot 1, Block 1, Partial Eclipse Addition, being a 0.787-acres
tract situated in the T. Wilson Survey, Abstract No. 1352, located North of SH
121 and East of the existing Discount Tire Store, in the City of The Colony,
Denton County, Texas. (2004-SP002)
Mr. Spencer presented the staff report regarding approval of a Site Plan for a Kwik Kar
Carwash located north of State Highway 121, east of Discount Tire, and west of the
proposed Bank One.
Mr. Craig Liebendorfer of Kwik Industries, 4325 Nail Road, Dallas, Texas 75244 was
present to answer questions.
Staff recommends approval with eight (8) stipulations.

With no further business, the meeting adjourned at 7:20 p.m.
