HomeMy WebLinkAboutOrdinance No. 545 CITY OF THE COLONY, TEXAS ORDINANCE NO. ~ AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS CREATING NEW SINGLE MEMBER GEOGRAPHICAL ELECTION DISTRICTS; PROVIDING THAT SUCH DISTRICTS SHALL BE ALIGNED SO AS TO CONTAIN AS NEARLY AS POSSIBLE A POPULATION EQUIVALENT TO THE OTHERSw ACCORDING TO TBE LATEST AVAILABLE CENSUS DATA; DESCRIBING THE ELECTION DISTRICT BODNDARIES IN EXHIBITS mA', "B", "C', AND "D"; PROVIDING THAT THE NEW DISTRICTS SET OUT IN THIS ORDINANCE SHATJ, TAKE EFFECT AT THE NEXT REGULAR ANNUAL MUNICIPAL ELECTION TO BE HELD ON MAY 7, 1988; AND PROVING AN EFFECTIVE DATE WHEREAS, the people of the City of The Colony, Texas amended the Home Rule Charter of the City of The Colony on April 4, 1981, to provide for the election of four (4) members of the City Council, Places 3, 4, 5, and 6 from residents of Single Member Geographical Districts of the City; and WHEREAS, the City Council is the City Council of the City of The Colony is empowered to, from time to time, create and describe by ordinance, election districts: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: SECTION 1. That there are hereby created, new election districts for the election of four (4) members of the Council, Places, 3, 4, 5 and 6. That the members of the Council to be elected to such Places shall be residents of and elected by the qualified voters of the geographical districts of the City described in Exhibits "A", "B", "C", and "D", attached hereto and made a part hereof for all purposes. That such Single Member Geographical Districts are hereby created and described in accordance with Section 2.03a of the Home Rule Charter of the City of The Colony and shall correspond to Places 3, 4, 5, and 6 respectively. SECTION 2. That the Council hereby finds and determines that each of such districts contains, as nearly as possible, a population equivalent to the others, according to the latest Census Data. SECTION 3. The newly created and described districts shall be represented by the Councilmembers elected by districts, in the May 7, 1988 General Election. At the next General Election of City Officers in May 1990, the newly created districts shall be the election precincts for Council Places 3, 4, 5 and 6. SECTION 4. Don~mick, t~Br' ~ s, City Secretary  FORM: City Attorney BOUNDARY DESCRIPTION COUNCIL PLACE 3 SINGLE MEMBER GEOGRAPHIC ELECTION DISTRICT BEGINNING at a point in the northern right-of-way of State Highway 121 at its intersection with the center line of the Texas Utilities Electric easement; THENCE north-easterly along the center line of the Texas Utilities Electric easement to a point at its intersection with the center line of North Colony Boulevard; THENCE easterly along the center line of North Colony Boulevard to a point at its intersection with the Lone Star Gas Easement; THENCE, southerly along the Long Star Gas easement to a point at its intersection with the northern most alley of Pearce Street; THENCE easterly along the northern most alley of Pearce Street to a point at its intersection with Morning Star Drive; THENCE northerly along the center line of Morning Star Drive to a point at its intersection with the center line of North Colony Boulevard; THENCE easterly along the center line of North Colony Boulevard to a point at its intersection with the eastern city limits of the City of The Colony; THENCE southerly along the eastern city limits of the City of The Colony to a point at its intersection with the northern right-of-way of State Highway 121; THENCE south-westerly along the northern right-of-way of State Highway 121 to a point at its intersection with the Texas Utilities Electric easement, the place of beginning. EXHIBIT "A" BOUNDARY DESCRIPTION COUNCIL PLACE 4 SINGLE MEMBER GEOGRAPHIC ELECTION DISTRICT BEGINNING at a point in the center line of Farm to Market 423 at its intersection with the north city limits of the City of The Colony; THENCE westerly and southerly along the city limits of the City of The Colony to the western city limits of the City of The Colony; THENCE southerly along the western city limits of the City of The Colony to a point at its intersection with the southwestern corner of the city limits marked by an unamed tributary of Lake Lewisville, extending from Stewart Creek Park to a point on Farm to Market 423;' THENCE northerly along the center line of Farm to Market 423 to its intersection with the north city limits of the City of The Colony, the place of beginning. EXHIBIT "C" BOUNDARY DESCRIPTION COUNCIL PLACE 6 SINGLE MEMBER GEOGRAPHIC ELECTION DISTRICT BEGINNING at a point in the center line North Colony Boulevard at its intersection with the eastern city limits of the City of The Colony; THENCE northeasterly along the city limits of the City of The Colony to the northern city limits of the City of The Colony; THENCE westerly along the northern city limits of the City of The Colony to a point at its intersection with the center line of the greenbelt area situated west of Ragan Drive and north of North Colony Boulevard; THENCE southerly along the center line of the greenbelt area situated west of Ragan Drive and north of North Colony Boulevard to its intersection with the center line of North Colony Boulevard; THENCE northeasterly along the center line of North Colony Boulevard to a point at its intersection with the Lone Star Gas easement, situated to the west of Fire Station No. Two; THENCE, southerly along the Lone Star Gas easement to a point at its intersectio with the southern most alley of Phelps Drive; THENCE, easterly along the southern most alley of Phelps Drive to a point at its intersection with the center line of Morning Star Drive; THENCE, northerly along the center line of Morning Star Drive to a place at its intersection with the center line of North Colony Boulevard; THENCE, easterly along the center line of North Colony Boulevard to a point at its intersection with the eastern city limits of the City of The Colony, the place of beginning.
