POWER AND LIGHT COMPANY IN THE CITY OF THE COLONY, TEXAS,
PROVIDING FOR SCHEDULES, CONDITIONS, SEVERABILIT¥; REPEAL
OF CONFLICTING ORDINANCES.
WHEREAS, on February 12, 1982, Texas Power and Light
Company (TP&L) filed with the City of The Colony a request
for an increase in electric utility rates to be char~ed within
the City (approximately $185.1 million per annum on ~ system-
wide basis, an increase in total adjusted test year base
rate revenues of approximately 27.26%1; and
WHEREAS, the City, having suspended the effective date
of such proposed increase from March 19, 1982, and having
considered the same at a public hearing, is of the opinion
and finds that an increase in rates should be approved; now,
therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF THE
COLONY, TEXAS:
PART 1: That an increase in the rates, tariffs, and
charges of TP&L for electric power and energy sold within
the City be approved in an amount such that the adjusted
total system-wide operating revenues for the Company be
increased $69,113,321 Inot including "other revenues") per
annum, an increase of approximately 10.23% in base rate revenues
based on the adjusted test year ending September 30, 1981.
Such Schedule of Rates, as are approved in accordance herewith,
are those under which said Company shall be authorized to
render electric service to and collect charges from its custo-
mers for the sale of electric power and energy within the
corporate limits of the City until such time as said Rate
Schedules may be changed, modified, amended or withdrawn,
with the approval of the City Council.
PART 2: That TP&L shall file with the City a revised
Schedule of Rates and Tariffs setting forth those rates,
tariffs, and charges based upon an increase in total operating
revenues as prescribed herein for each customer class as
reflected on Exhibit "A" attached hereto. Such Schedule
of Rates and Tariffs may be modified or amended by the City
Council within ten Il0) days from the date of filing with
the City, otherwise the same shall be considered approved
as filed. Such Schedule of Rates and Tariffs, as the same
may be modified or amended, shall apply to all power and
energy used by each customer on and after July 1, 1982.
PART 3: That the action of the City Council of the City
of The Colony enacting this Ordinance constitutes, on the
date of its final passage, a final determination of rates
for TP&L within the City of The Colony in accordance with
Section 43(el of the Public Utility Regulatory Act.
PART 4: Nothing in this Ordinance contained shall be
construed now or hereafter as limiting or modifying, in any
manner, the right and power of the City under the law to
regulate the rates and charges of TP&L.
PART 5: That al! Ordinances, ~eso~utions, or parts thereof,
in conflict herewith are repealed to the extent of such conflict.

TP&L shall refund $2.9 million in carrying costs attributable to Comanche
Peak as provided for in the stipulation filed in Docket 4321 at the Public
Utility Conu~ission of Texas, which such refund is not included above. In
addition to the above increases, TP&L is authorized to increase "other
revenues" by the amount of $2,888,399.
