MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING
HELD ON OCTOBER 14, 2003
The Regular Session of the Planning and Zoning Commission of the City of The Colony,
Texas was called to order at 6:30 p.m. on the 14th day of October, 2003 at City Hall with
the following members present:
Deviile Hubbard, Chairman
Bill Jamme
Bill Harrison
Kirk Mikulec
Brian Wade
Absent:
DeWayne Snider - Business
Staff:
Harry Pcrsaud, Director of Development Services
Chris Spencer, Planner
James Hanvey, Staff Engineer
Sandy Vondersaar, Administrative Assistant
With five (5) P & Z members present, a quorum was established and the following items
were addressed:
2.0 DISPOSITION OF MINUTES
2.1 Approval and/or correction of Planning and Zoning Commission Minutes for
the meeting held on September 23, 2003.
Motion to approve the minutes of the meeting held on September 23, 2003,
Commissioner Jamme; second, Commissioner Mikulee. Motion carried 4-0-1.
Chairman Itubbard was not present at the September 23ra meeting and abstained.

4.0 PUBLIC HEARING
4.1 Hold a public hearing and consider approval of a Specific Use Permit
allowing for an Oncor Substation, being Lot 1, Block 1, Austin Ranch
Substation Addition, a 5.280-acre tract situated in David Andrews Survey,
Abstract No. 18, located east of Piano Parkway, south of SH 121, and north
of Windhaven Parkway in the City of The Colony, Denton County, Texas.

Chairman Hubbard opened the public hearing at 6:34 p.m.
Mr. Spencer presented the staff report regarding approval of a Specific Use Permit
allowing for an Oncor Substation located east of Plano Parkway, south of State Highway
121 and north of Windhaven Parkway in the City of The Colony. He stated two (2)
notices were mailed to the property owners within 200 feet of the subject tract. None
were returned.
Mr. Dallas Cothnun of Masterplan, 500 S. Ervay Street, Suite 1128, Dallas, Texas 75201
was present to answer questions. He distributed presentation material to the Commission.
No one came forward to speak for or against this item. --
Staff recommends approval subject to five (5) stipulations.
Chairman Hubbard closed the public hearing 7:04 p.m.
A motion for approval of a Specific Use Permit allowing for an Oncor Substation,
being Lot 1, Block 1, Austin Ranch Substation Addition, a 5.280-acre tract situated
in David Andrews Survey, Abstract No. 18, located east of Piano Parkway, south of
SH 121, and north of Windhaven Parkway in the City of The Colony, Denton
County, Texas. (2003-SUP006) with five (5) stipulations, Commissioner Jamme;
second Commissioner Harrison. Motion carried 4-1. Commissioner Hubbard,
Jamme, Harrison, Wade for; Commissioner Mikulec against.
4.2 Hold a public hearing and consider a request for approval of a replat for
Lots 13 & 14, Block 8, Garza Lake Estates, being a 0.287-acre tract situated
in the G. Emberlin Survey, Abstract No. 394, located East of Lakeland Drive,
on the south side of S. Horseshoe, and north of the Parks & Recreation
Maintenance Building, in the City of The Colony, Denton County, Texas.

Chairman Hubbard opened the public hearing at 7:05 p.m.

Mr. Spencer presented the staff report regarding approval of a replat for Lots 13 & 14,
Block 8, Garza Lake Estates located east of Lakeland Drive, on the south side of South
Horseshoe and north of the Parks and Recreation Maintenance Building. He stated
twenty-four (24) notices were mailed to the property owners within 200 feet of the
subject tract. Two (2) were received in favor of this project.
Mr. Surdukan of Surdukan Surveying, 9883 W. University Drive, Suite 102, McKinney,
Texas 75071 was present to answer questions.
No one came forward to speak for or against this item.
Staff recommends approval subject to one (1) stipulation.
Chairman Hubbard closed the public heating at 7:13 p.m.
A motion to approve a replat for Lots 13 & 14, Block 8, Garza Lake Estates, being
a 0.287-acre tract situated in the G. Emberlin Survey, Abstract No. 394, located East
of Lakeland Drive, on the south side of S. Horseshoe, and north of the Parks &
Recreation Maintenance Building, in the City of The Colony, Denton County, Texas.
(2003-RP006) with one (1) stipulation, Commissioner Jamme; second
Commissioner Harrison. Motion carried 5-0.
With no further business, the meeting adjoumed at 7:14 p.m.
