HomeMy WebLinkAboutOrdinance No. 318 CITY OF THE COLONY ORDINANCE NO. 0031g AN ORDINANCE OF THE CITY OF THE COLONY, TEXAS, ESTABLISHING A YOUTH ADVISORY BOARD TO PARTICIPATE AND ASSIST IN THE FORMULATION OF POLICIES AND AND THE MAKING OF MAJOR DECISIONS THAT AFFECT THE TOTAL COMMUNITY; DECLARING AN EFFECTIVE DATE WHEREAS, it is the considered belief and opinion of The Colony City Council that the City Government functions in a manner that best serves the needs of its citizens when the citizens on a broadbased level participate and assist in the formulation of policies and the making of major decisions that affect tile total community; and WHEREAS, The Colony City Council is of the considered belief and opinion that such broadbased participation may be effectively manifested through a Youth Advisory Board; and WHEREAS, The Colony City Council is of the considered belief and opinion that a Youth Advisory Board would benefit and be in the best interests of the City of The Colony, Texas and its citizens; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: Section 1. That a Youth Advisory Board for the City of The Colony, Texas be and hereby is established. Section 2. That the purposes of the Youth Advisory Board shall be to advise the City Council on youth related matters including, but not limited to the following: A. To induce new ideas for improvements in City Government. B. To help identify the needs of the people for community services. C. To develop new interest and participation in City Government. D. To open better lines of communication between the City Govern- ment and the citizens of the community. E. To sample public opinion and make surveys of community interest in regard to specific proposals and issues. Section 3. That qualifications necessary for membership on the Board are as-follows: A. Members must be residents of the City of The Colony; B. Members must not exceed the age of 18 years. Section 4. That the organization of the Youth Advisory Board shall be as follows: A. The Board will be composed of five (5) members, all members to be appointed by the City Council of the City of The Colony, Texas. The Board shall serve in an advisory capacity only and shall be subject to all procedural and substantive rules governing City Boards as established by the City Council. B. The appointments shall be for one (1) year terms, running from February , 1985 until February , 1986, and for one (1) year terms thereafter. C. The Board shah meet monthly and at any other special called meetings by the Chairman of the Board. D. The Board shall elect from its membership a Chairman, who will preside at the meetings, and a Secretary, who will record the minutes. E. The Board will act only upon the majority vote of its members.
