NO~/, THEREFORE, BE 1T ORDAINED BY file CITY COUNCIL OF THE CITY OF THE CO! ONY, TEXAS: Section 1. That Section 1~-2 of Chapxer 1~ of the Code of Ordinances, City of The Colony, Texas, relating zo membership of the Parks and Recreation Board is hereby amended to add two additional members of the Park & Recreation Board amending Section 14-2 in the fo!lowing particulars, and all other existing section. subsections, paragraphs, sentences, definitions, phrases and words o~ said Code Ordinances are not amended bu~, shall remain intact and are hereby ratified, verified and a~firmed. A. Tha~ Section l~-2(a) is amended to read as "(a) The Park and Recreation Board consisting of se~e~ (7) r~embers and two (2) alternates is hereb) es:abJished. The Ciz.x Ceuncii shall appoint a first alternate and second alternate zo the [~oard each first~ to serve a 'term of one year. Said alternates shah parxicJpale as ex-officio members when a quorum of regular members are present at a regular meeting. In the event one member less ~han a quorum oJ the Board shall be present ~or any regular mee'Ang, the [irst alternate shall participate in and vote on matters before the Board, and further, if the Board is two (2) members shor~ of a quorum at any meeting, the first and second alternates shall both participate in and vote on matters before the board. B. That Section 1/~-2(c) is amended to read as fo}lows: Members shall be appointed by the City Council for two (2) year terms. Two (2) members shall be appointed initially to serve until April 1, 19g0, and three (3) members shall be appointed to serve until April J, 1981. The terms for the two (2) newly created places for members shah expire April 1, 1986. Appointments following these terms shall be for two (2) year periods. In the event of a vacancy, the City Council shall appoint a member to serve for the unexpired term. Section 2. If an}' section, article, paragraph, sentence, clause~ phrase or word in this ordinance or application thereto, or any person or circumstance is held invalid or unconstitutional by a Court of competent jurisdiction such holding shall not affect the validity of the remaining portions of the ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shah remain in full force and effect. Section ]. The fact that the present ordinances and regulations of the City of The Colony, Texas, are inadequate to properly safeguard the healths safety, morals, peace, and general welfare of the inhabitants of the City of The Colony, Texas, creates an emregency for the immediate preservation of the public which req~Jires that this ordinance shall become effective from and after the date of its passage and it is accordingly so ordained.
