HomeMy WebLinkAbout08/26/03 P&ZPlanning and Zoning Commission August 26, 2003 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON AUGUST 26, 2003 The Regular Session of the Planning and Zonin.tgh Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 26 day of August, 2003 at City Hall with the following members present: Deville Hubbard, Chairman Bill Jamme Kirk Mikulec Brian Wade DeWayne Snider Absent: Bill Harrison - Personal Staff: Harry Persaud, Director of Development Services Chris Spencer, Planner James Hanvey, Staff Engineer Dale McKendrick, Plans Examiner Sandy Vondersaar, Administrative Assistant With five (5) P & Z members present, a quorum was established and the following items were addressed: Mr. Persaud introduced the City's new Plans Examiner Mr. Dale McKendrick. 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Planning and Zoning Commission Minutes for the meeting held on July 22, 2003. Motion to approve the minutes of the meeting held on July 22, 2003, Commissioner Jamme; second, Commissioner Wade. Motion carried 4-0 with Commissioner Snider abstaining. 3.0 CITIZEN INPUT None -1- Planning and Zoning Commission August 26, 2003 4.0 PUBLIC HEARING 4.1 Hold a Public Hearing regarding an amendment to the Sign Ordinance of the City, by amending subsections 6-21 entitled Definitions, 6-22 entitled Provisions for all Zoning Districts and 6-26 entitled Non-conformance Exceptions and providing for an effective date. The proposed amendment relates to Political Signs. Chairman Hubbard opened the public hearing at 6:33 p.m. Mr. Spencer presented the staff report regarding approval of an amendment to the Sign Ordinance of the City. Commissioner Jamme asked about the special purpose political signs and whether the word "special purpose" was necessary. Mr. Persaud responded that the wording may be removed, and that we should include the size of those signs allowed in the public Right- of-Way on election day. No one came forward to speak for or against this item. Staff recommends approval. Commissioner Hubbard closed the public hearing at 6:47 p.m. -- A motion to amend the Sign Ordinance of the City, by amending subsections 6-21 entitled Definitions, 6-22 entitled Provisions for all Zoning Districts and 6-26 entitled Non-conformance Exceptions and providing for an effective date. The proposed amendment relates to Political Signs subject to omission of the wording "special purposes" and including the size of signs permitted on election day, Commissioner Jamme; second Commissioner Mikulec. Motion carried 5-0. 4.2 Hold a Public Hearing regarding an amendment to the Landscape Ordinance of the City, by amending subsection 17A-400 entitled Corner Visibility and providing for an effective date. The proposed amendment relates to landscaping located in the corner visibility triangles. Chairman Hubbard opened the public hearing at 6:49 p.m. Mr. Spencer presented the staff report regarding approval of an amendment to the Landscape Ordinance of the City. No one came forward to speak for or against this item. Staff recommends approval. __ Commissioner Hubbard closed the public hearing at 6:52 p.m. -2- Planning and Zoning Commission August 26, 2003 A motion to amend the Landscape Ordinance of the City, by amending subsection 17A-400 entitled Corner Visibility and providing for an effective date. The proposed amendment relates to landscaping located in the corner visibility triangles Commissioner Jamme; second Commissioner Snider. Motion carried 5-0.
