HomeMy WebLinkAbout12/09/03 P&ZPlanning and Zoning Commission December 9, 2003 MINUTES OF THE PLANNING AND ZONING COMMISSION MEETING HELD ON DECEMBER 9, 2003 The Regular Session of the Planning and Zoning Commission of the City of The Colony, Texas was called to order at 6:30 p.m. on the 9th day of December, 2003 at City Hall with the following members present: Deville Hubbard, Chairman Bill Jamme Kirk Mikulec Bill Harrison Brian Wade Staff: Harry Persaud, Director of Development Services Chris Spencer, Planner James Hanvey, Staff Engineer Sandy Vondersaar, Administrative Assistant With five (5) P & Z members present, a quorum was established and the following items were addressed: 2.0 DISPOSITION OF MINUTES 2.1 Approval and/or correction of Planning and Zoning Commission Minutes for the meeting held on November 18, 2003. Motion to approve the minutes of the meeting held on November 18, 2003, Commissioner Jamme; second, Commissioner Wade. Motion carried 4-0 with one abstention due to Commissioner Harrison's absence at the November 18th meeting. 3.0 CITIZEN INPUT None 4.0 ITEMS FOR CONSIDERATION -1- Planning and Zoning Commission December 9, 2003 4.1 Consider a request for approval of a final plat for Lot 5, Block B, Parks of Austin Ranch, being a 20.170-acre tract situated in the B. Martin Survey, Abstract No. 827, located East of the BNSF Railroad Tracks, South of Windhaven Parkway, and West of West Arbor Hills, in the City of The Colony, Denton County, Texas. (2003-FP006) Mr. Spencer presented thc staff report regarding a request for approval of a final plat for Lot 5, Block B, Parks of Austin Ranch located east of thc BNSF railroad tracks, south of Windhaven Parkway, and west of West Arbor Hills. Mr. Lucilo Pena of Billingsley Company, 4100 International Parkway, Carrollton, Texas 75007, and Mr. John W. Spiars of Splats Engineering, 730 E. Park oulevard, Plano, Texas 75074, were present to answer questions. Staff recommends approval with one (1) stipulation. A motion for approval of a final plat for Lot 5, Block B, Parks of Austin Ranch, being a 20.170-acre tract situated in the B. Martin Survey, Abstract No. 827, located East of the BNSF Railroad Tracks, South of Windhaven Parkway, and West of West Arbor Hills, in the City of The Colony, Denton County, Texas. (2003-FP006) subject to one (1) staff stipulation, Commissioner Jamme; second Commissioner Wade. Motion carried 5-0. 4.2 Consider approval of a Site Plan for the Parks at Austin Ranch Phase IV located on Lot 5, Block B, Parks of Austin Ranch, being a 20.170 acre tract situated in the B. Martin Survey, Abstract No. 827, located East of the BNSF Railroad Tracks, South of Windhaven Parkway, and West of West Arbor Hills, in the City of The Colony, Denton County, Texas. (2003-SP008) Mr. Spencer presented the staff report for approval of a Site Plan for the Parks at Austin Ranch Phase 1V located on Lot 5, Block B, Parks of Austin Ranch, east of the BNSF Railroad tracks, south of Windhaven Parkway, and west of West Arbor Hills. Mr. Pena, of the Billingsley Company, gave a project presentation. Staffrccommcnds approval with three (3) stipulations. A motion to recommend approval of a Site Plan for the Parks at Austin Ranch Phase IV located on Lot 5, Block B, Parks of Austin Ranch, being a 20.170 acre tract situated in the B. Martin Survey, Abstract No. 827, located East of the BNSF Railroad Tracks, South of Windhaven Parkway, and West of West Arbor Hills, in the City of The Colony, Denton County, Texas. (2003-SP008) subject to three (3) staff stipulations, Commissioner Jamme; second Commissioner Mikulec.
