SOLUTION NO. 0°
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE
COLONY, TEXAS IN SUPPORT OF IMPROVEMENTS TO F.M. 2281;
FROM 500 FEET NORTH OF ROSEMEADE PARKWAY TO F.M. 544 TO
S.H. 121, DENTON COUNTY
WHEREAS, the earliest possible State Highway completion date
currently scheduled for these projects is mid 1990 and severely
congest current traffic requires improvements to provide
immediate relief; and
WHEREAS, the Denton County Thoroughfare Plan ranks this
project as one of its highest priorities due to a high
Volume/Capacity Ratio which exists today and projected in 10
years; a projected daily volume greater than 30,000; a 30% - 50%
increase in traffic volume from a ten to twenty year period; a
high Benefit/Cost Ratio based on the amount of reduced traffic
delay; and a maximum rating for the relative benefit of the
project's thoroughfare system continuity; and
WHEREAS, none of the above statistical rankings include the
most recent plans for the development in this area. The Morton
H. Myerson Symphony Center and Starfest is planning to build a
large complex and facility to be completed in the summer of 1988
that would require this roadway to be a major access. The
traffic that would be generated by this great addition t our area
is being compared to the traffic generated at the Texas Rangers
Stadium game; and
WHEREAS, the present traffic demands made on this roadway
have a negative effect on both the drivers degree of hazard and
the total cost of service since it is the primary direction
chosen by The Colony residents who head south toward Dallas and
return home; and
WHEREAS, the City of Carrollton has already upgraded the
portion within their city limits to 6 lanes with the express
understanding that the State Highway Department would improve the
northern section to 500' north of Rosemeade Parkway; and
WHEREAS, landowners along this corridor have promised to
donate significant amounts of right- of-way;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of The Colony, Texas wholeheartedly endorses and supports
the request for a prompt solution for the present and future
problem described above; and
BE IT FURTHER RESOLVED that the State Department of Highways
and Public Transportation is respectfully urged to move up the
timetable for these projects, which would include completion of
design, preparation of construction plans and letting dates .
