RESOLUTION NO. ~-07
A RESOLUTION OF THE CITY OF THE COLONY, TEXAS,
PROVIDING FOR THE ESTABLISHMENT OF A FINE ARTS
COMMITTEE; PROVIDING FOR THE DUTIES AND RESPONS-
IBILITES OF THE COMMITTEE; PROVIDING FOR MEMBERSHIP,
TERMS, AND APPOINTMENT THEREOF; PROVIDING FOR
THE SELECTION OF OFFICERS; AND DETERMING AN
EFFECTIVE DATE
WHEREAS, it is the considered belief and opinion of The Colony City
Council that certain aspects of City government function in a manner that
best serves the needs of the community when interested citizens participate
and assist in the formulation of policies; and
WHEREAS, The Colony City Council is of the considered belief and
opinion that such participation may be enhanced through a Fine Arts Committee;
and
WHEREAS, The Colony City Council is of the considered belief and
opinion that a Fine Arts Committee would benefit and be in the best interest
of the City of The Colony and its citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF THE COLONY, TEXAS:
Section 1. That a Fine Arts Committee for the City of The Colony,
Texas, be, and is hereby established.
Section 2. That the purpose of the Fine Arts Committee shall be:
A. To act in an advisory capacity to the City Council and the City
Staff, in matters pertaining to the development of cultural and
fine arts in the City including but not limited to art, dance,
ballet, drama, movies, photography and other similar endeavors.
B. To aid in coordinating a Fine Arts Program with other programs
of the City and with interested community groups.
C. To help identify the needs of the people relating to development
of cultural and fine arts activities.
D. To develop and maintain participation of the cultural and fine
arts activities.
Section 3. That the organization of the Fine Arts Committee shall
be as follows:
A. The Committee shall consist of nine (9) members. Committee
members shall be residents of The Colony, all of whom have
expressed a keen interest in the development of fine arts in
the City. There shall be two (2) ex-officio members of the
Committee chosen by the City Manager from the City Staff.
B. Appointment shall elect from its membership a Chairman who
shall preside at all meetings and a Vice Chairman who shall
preside in the absence of the Chairman. A member of the City
Staff shall not be eligible to serve as Chairman of the Committee.
A member of the City Staff shall, however, serve as Secretary
of the Committee and shall be required to record the minutes
of each meeting.
D. The Committee shall meet at least once each month. The Chairman
may, however, call special meetings as necessary.
E. Five (5) members of the Committee shall constitute a quorum.
The Committee shall act on a majority vote of those members
present.
Section 4. That this resolution shall be effective from and after the
date of its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
THE COLONY, TEXAS on this the 1st day of April, 1985.
