MINUTES OF THE CULTURAL ARTS BOARD
OF THE
CITY OF THE COLONY
March 5, 2003
A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called to order
by Chair Hill at 7:10 p.m.

2. Consideration of approval of the minutes of the Cultural Arts Board meeting held
February 5, 2003
The minutes were approved as presented.
3. Staff Liaison's report
a. Open Meetings Act as it relates to Board agenda
Liaison Boykin distributed a copy of the Office of the Attorney General's
opinion no. JC-0169, about how the Open Meetings Act relates to the use of
Citizen Input on the CAB agenda.
b. City Board press releases
Liaison Boykin reported that she will send a press release containing the Cultural
Arts Board agenda to the local newspaper after the agenda is posted.
c. Distribution of 4-B information
Liaison Boykin distributed the portion of the Attorney General for the State of
Texas' handbook that covers the 4-B tax.
d. Status of architect's plans for Senior Center
Liaison Boykin reported that the City Council approved the Phelps-Wood plan to
remodel the existed Senior Center and turn it into an arts building.
4. Discussion and consideration of Cultural Arts Board mission statement and goals
The Board discussed Member Rose's proposed mission statement and goals for the
Cultural Arts Board. Member Shaw moved to approve the mission statement and goals;
Member Parker seconded the motion. The motion passed unanimously.
5. Discussion and consideration of Cultural Arts Board quarterly report to City Council
The Board discussed items of concern to be presented by Chair Hill in a report to City
Council. Items discussed included 1) asking Council for a larger building, 2) asking
Council to consider providing a new building, 3) checking code violations in the Senior
Center building, 4) asking Council to consider an alternate location for an Arts Building
on City land, 5) lack of adequate parking, 6) creating an Information Center in the Arts
Building, and 7) asking for further direction from City Council. Member Parker moved
that Chair Hill write and present a report to City Council addressing the items discussed.
Member Shaw seconded the motion, and the motion passed unanimously.
The meeting adjourned at 9:10 p.m.
