MINUTES OF THE CULTURAL ARTS BOARD
OF THE
CITY OF THE COLONY
Feb 5, 2003
A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called to order
by Chair Hill at 7:30 p.m.

2. Consideration of approval of the minutes of the Cultural Arts Board meeting held January
15, 2003
Member Ripperger moved to approve the minutes from the January 15t~ meeting.
Member Hudson seconded the motion and the motion passed unanimously.
3. Staff Liaison's report
a. Distribution of Board Member contact information
Liaison Boykin distributed a page containing member address and contact
information to all members present.
b. Status of architect's plans for renovation of Senior Center
Liaison Boykin stated that Pam Nelson would like any Cultural Arts Board input
on the architectural renovation plans by Friday the 7th of February.
c. Possibility of Board fund raising activities
Liaison Boykin reported that City Manager Cheatham had sent City Council an
e-mail asking if there was any objection to the Cultural Arts Board using the
Board name for fund raising activities, and that Councilman McCourry had
responded that he had no objections.
d. Chair's authority to accept or reject agenda items
Liaison Boykin explained the procedure used by the City Council to place items
on the agenda.
e. Nature of a quorum and voting procedures
Liaison Boykin reported that a quorum does not have to be an odd number. The
necessary quorum for the Cultural Arts Board is four-- if a vote is a tie, the
matter is voted on again at the next meeting.
4. Discussion and consideration of changing Board meeting time to 7:00 p.m.
Member Martin moved that the board keep 7:30 p.m. as the regular meeting time, and
move the meeting time to 7:00 p.m. only as needed. Member Hudson seconded the
motion, which passed unanimously. The March meeting was moved to 7:00 p.m. __
5. Discussion of tax revenue available for Cultural Arts funding
Liaison Boykin distributed the portion of the Attorney General for the State of Texas'
handbook that covers the Hotel-Motel tax. Liaison Boykin stated that she had not yet
received a response from Assistant City Manager Johnston's office regarding his possible
attendance at a Cultural Arts Board meeting.
6. Discussion of possible future events to be held by Cultural Arts Board
Board members discussed the importance of planning for future events.
7. Discussion of publicity and advertising for possible future events to be held by Cultural
Arts board
The board discussed ideas for event publicity such as newspaper advertisements, and a
possible Board website.
8. Discussion and consideration of Cultural Arts Board mission statement
The Board discussed Member Janice Rose's proposed Board mission statement.
Consideration of the statement will take place at the next meeting.
The meeting adjourned at 9:00 p.m.
