January 15,2003
A REGULAR SESSION of the Cultural Arts Board of the City of The Colony was called
to order by Staff Liaison Boykin at 7:30 p.m.

2. Election of Cultural Arts Board Officers
a. Election of Chair
Member Parker moved that Member Hill be elected as the Cultural Arts Board
Chair. Member Ripperger seconded the motion and the motion passed
unanimously.
b. Election of Vice Chair
Member Parker moved that Member Hudson be ejected as the Cultural Arts
Board Vice Chair. Chair Hill seconded the motion and the motion passed
unanimously.
c. Election of Recording Secretary
Member Martin moved that Member Parker be elected as the Cultural Arts
Board Recording Secretary. Member Hudson seconded the motion and the
motion passed unanimously.
3. Discussion and consideration of approval of regular monthly meeting time
Member Martin moved that the Board meet in the Council Chambers at 7:30 pm on
the first Wednesday of the month. Member Ripperger seconded the motion and the
motion passed unanimously.
4. Discussion of goals, duties, and roles of the Board
Topics discussed included the advisory function of the Board, grants, allocation of
funds, and mission statements. Questions arose about the number needed for a --
quorum, agenda protocol, and building use-- Staff Liason Boykin will research
these questions.
5. Staff Liaison's report
a. Agenda and packet preparation
Staff Liaison Boykin discussed the procedure for creating an agenda. A question
arose concerning the authority of the Chair to accept or reject agenda items.
Staff Liaison Boykin will research the question. It was agreed that Board
members requesting that an item be placed on a meeting agenda would submit
the request to the Chair. All such requests will be submitted no later than eight
days before the meeting, when the Staff Liaison will collect the agenda items
from the Chair. Staff Liaison Boykin also described the packet that will be sent to
Board Members before meetings.
b. Other duties
Staff Liaison Boykin discussed her role as a facilitator of communication among
Board members, and between the Board and City Staff.
The meeting adjourned at 9:15 p.m.
