HomeMy WebLinkAboutResolution No. 02-30 CITY OF THE COLONY RESOLUTION NO. ~ ~ O A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS APPROVING LAND USE ASSUMPTIONS TO BE USED TO AMEND A CAPITAL IMPROVEMENTS PLAN UNDER WHICH IMPACT FEES MAY BE IMPOSED. WHEREAS, the City of The Colony is a Texas Home Rule municipality with the full power of local self government as provided by Article 11, Section $ of the Texas Constitution and the City's Home Rule Charter; and WHEREAS, in accordance with the state law and applicable city ordinances, the City Council of the City of The Colony has given the required notices and held the required public hearing regarding the land use assumptions; and WHEREAS, the City Council finds that it is in the public interest to adopt the land use assumptions to be used to amend a capital improvements plan under which impact fees may be imposed; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: Section 1. That the City Council of the City of The Colony does hereby approve the land use assumptions attached to this resolution as Exhibit "A", to be used to amend a capital improvements plan under which impact fees may be imposed for the City. Section 2 Effective Date. This Resolution shall become effective from and after its date of passage in accordance with law, and it is so resolved. I. Service Area a. Water and Waste Water Impact Fee Service Areas which are comprised of the municipal limits and ETJ areas. i. Area 1 comprises the main body of the existing City on either side of State Highway 121. ii. Area 2 comprises the Wynnwood Peninsula and Hidden Cove. b. Roadway Impact Fee Service Areas can only be within the municipal limits. i. Area 1 encompasses the Wyrmwood Peninsula and Hidden Cove. ii. Areas 2-6 encompass the remainder of the Municipal limits on either side of State Highway 121 II. Population Forecast a. The populations are per information published by the US Census Bureau and the North Central Texas Council of Governments (NCTCOG). i. Year 2000 26,531 ii. Year 2001 28,450 iii. Year 2002 31,000 b. Year 2011 forecast of 45,048 utilizes an annual growth rate of 4.24% from the known year of 2002. Projected ultimate population is 80,359. III. Total housing units as of January 1, 2001 are 9,627, as published by the US Census Bureau and NCTCOG. This includes a small percentage for vacancies. IV. Population per unit type is: a. Single and Duplex Family Homes ~ 3.1 persons per Dwelling Unit b. Multi-Family Units (apartments) @ 2.58 persons per Dwelling Unit. Note: The 2000 Census found the average house hold contain 3.14 persons per unit. As communities initially build-out their average per person density declines. Likewise the density for Multi-Family units can fall to averages of 2.18 to 2.56 per unit, as in more built-out neighboring cities. V. Dwelling Unit Densities. a. Single Family Units ~ 4 units per acre. b. Duplex Units ~ 8 units per ace. c. Multi-Family Units @ 20 units per acre. Page 3
