OLONY LIBRARY BOARD MINUTES

The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:01
p.m. on the 25th day of June 2026 at City Hall, 6800 Main Street, The Colony, Texas, with the following
roll call:

1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS
No report.
2.0 CITIZENINPUT
This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of
thirty (30) minutes for items not posted on the current agenda. The board may not discuss these
items, but may respond with factual data or policy information, or place the item on a future
agenda. Those wishing to speak shall submit a Request Form to the board secretary.
No report.
3.0 CONSENT AGENDA
The Consent Agenda contains items which are routine in nature and will be acted upon in one
motion. Items may be removed from this agenda for separate discussion by a board member.
3.1 Consider approval of minutes of Library Board meeting held May 28, 2026.
The Board reviewed the minutes. Motion to approve the above consent agenda item — Heermans;
second by Linch; motion passed with all ayes.
4.0 REGULAR AGENDA ITEMS
4.1 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2025:

A. Continue to maintain legislative awareness of pertinent library issues.
No report.
B. Continue to assist in representing TCPL at library, school, and community activities.
TCPL hosted The Colony Summer Kickoff on June 6; Over 1, 000 people were in
attendance. Board members Gehrke, Heermans, Linch and Joseph, as well as Council
Liaison Ensweiler, volunteered at this event.
C. Initiate contact and work to form partnerships in the community to introduce TCPL's
services and resources and to serve as an information source for the community.
Director Charters announced a new home buyer's workshop will begin in the fall and
Tarrant Area Food Bank North will come to the library every second Thursday of the
month to help citizens with SNAP benefits.
D. Discuss and approve Library policy updates as necessary.

4.2 Nominate, discuss and elect presiding officers for new term (July 2026- June 2027).
Member Heermans nominated Maria Joseph as Chair and Cynthia Worthen as Vice -Chair; motion
seconded by Davis; motion passed with all ayes.
4.3 Receive a presentation and discuss staff updates regarding Library Department budget for FY
2025-26 and FY 2026-27.
Director Charters announced that all City departments were required to cut 15% of operational
budgets in FY 25-26 and FY 26-27. Director Charters went over the proposed cuts to the Library
budget, which include the loss of the digital platform Hoopla.
4.4 Receive a presentation regarding the Library's 2026 Summer Reading Challenge.
Summer Reading began Saturday, June 6 and goes through Saturday, August 1. Director
Charters reviewed the Summer Reading activities and statistics with the Board.
4.5 Receive a presentation and discuss updates regarding public relations events, programs, services
and community partnerships.
Director Charters reviewed May's program and event statistics and shared upcoming library
events with the Board.
4.6 Receive a presentation and discuss updates regarding Friends of The Colony Public Library
activities.

The Friends of The Colony Public Library meeting is Thursday, July 9 at 6: 00 p. m.
5.0 ADJOURNMENT
And with no further business to discuss the meeting was adjourned at 7:45 p.m.
