MINUTES — December 10 2025
The Regular Session of The Colony Economic Development Corporation of The City of The Colony, Texas was
called to order at 7:06 pm on the 10th of December, 2025 THE COLONY, TEXAS, with the following roll call:

1.0 1 ROUTINE ANNOUNCEMENTS; RECOGNITIONS:
Call to Order: President, Tom Tvardzik, called the meeting to order at 7:06 pm.
Announcement of events and activities':
Perry — reappointed as liaison; Brian back up
No report until after the new year begins
City Hall — Grand opening & tour Dec.16 @ 5:30 pm
Costco — broke ground
Popstroke — acquiring surf side
Kroger — closing; lease on bldg
Dogwood — redone parking lot; no potholes
EOS Fitness - moving forward
Marketing — Ordered new Insulated Bags; 30 day arrival
IAAPA Conv — Scout ent uses for property; Visited LAI Games
Quick Quack & Rowdy Cowboy — open; Xialing Dumplings sign up
2.0 CONSENT AGENDA
2.1 Acceptance of financial reports through October, 2025
2.2 Approval of the minutes of the regular board meeting July 9, 2025
2.3 Acceptance of marketing and print advertising update
Motion to accept Items 2.1— 2.3, as presented — Kevin Brarby, Leonard Powell second — motion passed
with all ayes.
3.0 REGULAR AGENDA
1 These items are strictly public service announcements. No action will be taken and no direction will be given regarding these items.
3.1 Discussion and appropriate action concerning election of officers: (a) president, (b) vice
president, (c) secretary, (d) treasurer
Motion to elect Tom Tvardzik: President, Kevin Braby: Vice President, Dave
Hicinbothem: treasurer and Brian Buffington: Secretary) — Kevin Braby; Leonard Powell
second — motion passed with all ayes.
3.2 Discuss and consider a resolution approving a traffic signal and utility easement concerning
approximately 689 sq.ft. or 0.0158 -acre tract of land situated in the B.B.B. & C.R.R Co. Survey

Texas by Tom Tvardzik, Kevin Braby second — motion passed with all ayes.
4.0 EXECUTIVE SESSION AGENDA
4.1 Board shall convene into a closed executive session pursuant to Sections 551.072 and 551.087 of the Texas
Government Code to deliberate regarding purchase, exchange, lease or value of real property and
commercial or financial information the city has received from a business prospect(s), and to deliberate
the offer of a financial or other incentive to a business prospect(s).
The board went into executive session at 7:18 pm.
Reconvene to Open Session
The board reconvened into regular session at 7:28 pm.
4.2 Any action as a result of executive session regarding purchase, exchange, lease or value of real property
and commercial or financial information the city has received from a business prospect(s), and the offer
of a financial or other incentive to a business prospect(s).
Leonard Powell motioned to approve and authorize the president to execute a performance
agreement with John Burns Construction Company on the terms as discussed in executive session.
Brian Buffington second; motion passes with all ayes.
Tom Tvardzik motioned to approve an incentive for Primal Entertainment on the terms as discussed in
executive session. Leonard Powell second; motion passes with all ayes.
ADJOURNMENT
President Tom Tvardzik adjourned the meeting at 7:29 pm.
