OLONY LIBRARY BOARD MINUTES

The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:01
p.m. on the 26th day of March 2026 at City Hall, 6800 Main Street, The Colony, Texas, with the following
roll call:

1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS
Board Member Joanna Krueger announced that she is resigning from Library Board.
2.0 CITIZEN INPUT
This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of
thirty (30) minutes for items not posted on the current agenda. The board may not discuss these
items, but may respond with factual data or policy information, or place the item on a future
agenda. Those wishing to speak shall submit a Request Form to the board secretary.
No report.
3.0 CONSENT AGENDA
The Consent Agenda contains items which are routine in nature and will be acted upon in one
motion. Items may be removed from this agenda for separate discussion by a board member.
3.1 Consider approval of minutes of Library Board meeting held January 22, 2026.
The Board reviewed the minutes. Motion to approve the above consent agenda item — Heermans;
second by Davis; motion passed with all ayes.
4.0 REGULAR AGENDA ITEMS
4.1 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2025:

A. Continue to maintain legislative awareness of pertinent library issues.
No report.
B. Continue to assist in representing TCPL at library, school, and community activities.
Director Charters attended the HBCU College Fair at The Colony High School. She
handed out information about library resources and college prep.
C. Initiate contact and work to form partnerships in the community to introduce TCPL's
services and resources and to serve as an information source for the community.
Etheridge Elementary School has partnered with the library by submitting the winners of
their seasonal artwork contest to the library where bookmarks printed with their artwork
are created for patrons to take and enjoy.
A local homeschool group has partnered with the library to display the artwork of their
students in the Play Learn Grow area of the library and they will have a reception for
students and their families in mid-April.
The library is currently seeking local businesses and vendors who would like to offer
coupons to give away as prizes during The Colony Summer Kickoff on June 6, 2026.
D. Discuss and approve Library policy updates as necessary.
The Colony Public Library Circulation and Program Policies are ready to discuss and
approve.
4.2 Discuss, consider, and approve updates to The Colony Public Library Circulation Policy.
Director Charters discussed the proposed updates, which included the addition of Youth Full
Access Cards, Youth Restricted Cards, Computer Access Cards and a change in libraryfees
placed on guarantor cards attached to guarantee/minor cards.
Motion to approve the above changes to The Colony Public Library Circulation Policy — Gehrke;
second by Linch; motion passed with all ayes.
4.3 Discuss, consider, and approve updates to The Colony Public Library Program Policy.
Director Charters discussed the proposed updates, which included descriptions for approved
content.for library programs.
Motion to approve The Colony Public Library Program Policy — Heermans; second by Worthen;
motion passed all ayes.

4.4 Receive a presentation and discuss staff updates regarding public relations events, programs,
services and community partnerships.
Director Charters reviewed February's program and event statistics, as well as upcoming library
events with the Board.
4.5 Receive a presentation and discuss updates regarding Friends of The Colony Public Library
activities.
The Friends of The Colony Public Library meet March 9 at 6 p.m. in the Library Conference
Room.
The Friends are seeking nominees to hold the office of President in FY 26-27 (starting May
2026.)
5.0 ADJOURNMENT
And with no further business to discuss the meeting was adjourned at 7:57p.m.
