CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
WEDNESDAY, FEBRUARY 24, 2026
After determining that a quorum was present, the Planning and Zoning Commission of the City of The
Colony, Texas convened into Regular Session which was held on Tuesday, February 24, 2026 at 6:30 p.m. in
the City Council Chambers located at City Hall, 6053 Main Street, The Colony, Texas, at which time the
following items were addressed:
Board Members Present: Karen Hames, Kirk Varga, Kenneth Flo, DeWayne Snider, Brenda Armour and
Robert Cox
Board Members Absent:
Staff Present: Isaac Williams, Planning Director; Melissa Devin, Planning Technician; Alan Lathrom,
Attorney; Brian Wade, Council Member, Place 3.

Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at 6:30
p.m.

3.11 Consider the approval of the minutes of the February 10, 2026 Regular Session
Chair Hames read Consent Agenda Item 3.1 into the record.
Commissioner Armour made a motion to approve item 3.1, seconded by Commissioner Snider.
The motion carried (7-0).

ri7BLIC HEARING ITEMS
4.1
SI26-0001 Zoning Text Amendment- Appendix A, Section 10A, Gateway Overlay District
Conduct a public hearing, discuss, and consider making a recommendation to City Council
regarding amendments to Appendix A, Section 10A of the Code of Ordinances of the City of
The Colony, Texas, by amending Section 10A-500, Gateway Standards Waiver Procedures.
Chair Hames read Agenda item 41 into record.
Mr. Williams presented the staff report.
Commissioner Baran asked if the applicant had to demonstrate hardship or if anyone could apply for any
minor waiver.
Mr. Williams responded by explaining that for a major waiver, the applicant would need to demonstrate a
hardship. For a minor waiver, the standard isn't that you must provide a hardship and the department would
encourage them to come up with alternatives and exhaust those options before they would apply for a minor
waiver if necessary. Staff would not necessarily be compelled to go along with a minor waiver just because
the applicant requested one.
Commissioner Baran asked about the landscape buffer.
Mr. Williams replied with clarification regarding the buffer.
Com.-nissioner Baran asked for further details regarding the opacity of a hedgerow.
Mr. Williams provided further clarification and gave more context and examples to address Commissioner
Baran's questions. He added that the language was left as it is intentionally to allow for some changes if
necessary.
Commissioner Cox stated that he believed there were other ways to screen the dumpsters with more durable
materials, such as concrete siding. He further added that he did not support the use of wood as an option at all
and provided other options that he believed would prove more durable.
Chair Hames opened Public Hearing at 6:49pm
Chair Hames closed Public Hearing at 6:49pm.
Commissioner Cox made a motion to approve item 4.1 with the condition that wood be eliminated as a
choice of material for screening and it be replaced with other options such as siding with an additional
masonry structure around the enclosure. The motion was seconded by Commissioner Varga.
The motion carried (7-0).
There being no finther business to come before the Commission, Chair Hames adjourned the Regular
Session of the Planning and Zoning Commission at 6:50 p.m.
