HomeMy WebLinkAboutResolution No. 99-19 ORIGINAL RESOLUTION NO. ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS RATIFYING THE STEERING COMMITTEE EFFORTS AND APPROVING THE AGREEMENT IN PRINCIPLE TO RESOLVE LONE STAR GAS COMPANY'S APPLICATION FOR A CYCLE BILLING ADJUSTMENT; PROVIDING AN EFFECTIVE DATE. WHEREAS, on February 25, 1999, Lone Star Gas Company filed an application with the Railroad Commission of Texas to add an additional correcting mechanism to Lone Star Gas-Transmission Rate Schedule No. 56 to recognize the impact of cycle billing; and WHEREAS, the City of The Colony, Texas, in cooperation with other cities served by Lone Star Gas, intervened in Railroad Commission Docket No. 8935 to protect the interests ofratepayers; and WHEREAS, the Cities' Steering Committee engaged in negotiations with Lone Star Gas to resolve the issues raised by the Company's application; and WHEREAS, the efforts of the Steering Committee have resulted in Lone Star's agreement to: (1) mitigate the potential impact of a cycle billing adjustment by modifying the method of calculation and crediting $500,000 annually to ratepayers; (2) limit the cycle billing adjustment to only two years; and (3) replace the current monthly gas adjustment clause with a simpler, reconcilable gas recovery mechanism that will eliminate the need for a cycle billing adjustment after two years. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: Section 1. Thc efforts of thc City's Steering Committee in Railroad Commission Docket No. 8935 are ratified; and Section 2. The Agreement in Principle reached between Cities and Lone Star as Company in resolving Railroad Commission Docket No. 8935 is approved.
