HomeMy WebLinkAboutResolution No. 99-21 ORI$1NAL CITY OF THE COLONY, TEXAS RESOLUTION NO. a~-c~ ~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS SUPPORTING THE DEVELOPMENT OF A COMPREHENSIVE TRANSPORTATION FUNDING SOLUTION AS A PRIORITY FOR THE 77TM TEXAS LEGISLATURE WHEREAS, a major transportation crisis exists in Texas which imperils mobility, threatens economic development and the quality of life throughout thc State; and WHEREAS, Texas is the fasting growing state in the country growing at almost twice the national average, presently has a population in excess of 19 million, and is predicted to reach 33 million by the year 2925; and WHEREAS, the safety, quality of life and economic opportunity of our citizens is adversely affected by an inadequate investment in thc State's transportation system which increases thc cost of living and the cost of doing business; and WHEREAS, the Texas Department of Transportation does an excellent job with the resources it is provided, but is woefully underfundcd and is only able to address approximately 40% of necessary transportation improvements statcwide; and WHEREAS, Texas deserves to rank better than 45th among thc states in transportation spending per capita; and WHEREAS, thc introduction of cleaner burning fuels, including alternative fuels, is vital to improved air quality in north Texas; and WHEREAS, efforts undertaken by the Texas Transportation Commission and the Texas Transportation funding coalition during the 76th Legislative Session deserve to be applauded for significantly raising thc awareness of transportation funding shortfalls; and WHEREAS, the 77t~ session of thc Texas Legislature must establish adequate funding of our state's transportation system as a top priority if Texas is to be able to provide the resources necessary to meet thc challenges and thc opportunities to plan for our present and future growth in an appropriate fashion; and WHEREAS, wc as delegates at the Second Annual North Texas Transportation Summit - 1999, pledge to spend multimodal transportation funding and air quality solutions to improve mobility, public safety, economic vitality and quality of 1ifc; and WHEREAS, to accomplish this result public and private sector leaders at the local level must come together in collaboration with regional and state officials and agree on a common agenda and objectives. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS: That thc delegates of the Second Annual North Texas Transportation Summit - 1999 hereby state their support for thc development of a comprehensive transportation funding solution as a top priority for the 77th Texas Legislature; and BE IT FURTHER RESOLVED, that any effort to increase transportation funding must also address safety and air quality concerns so that the quality of life and economic vitality of Texas is not threatened; and BE IT FURTHER RESOLVED, that said delegates commit to working in a coordinated statewide effort that employs a comprehensive internal and external communications strategy, enlisting the support of all stakeholders to f'md a comprehensive solution; and BE IT FURTHER RESOLVED, that an official copy of this resolution be prepared and presented to the legislative and state leadership that represents said delegates by constituents of those members; and BE IT FURTHER RESOLVED, that said delegates agree that continued dialogue and regular meetings must be a part of defining the solution and implementing action plans, and therefore agree to re-convene at the Third Annual North Texas Transportation summit - 2000.
