THURSDAY, September 25th 2025
After determining that a quorum was present, the Keep The Colony Beautiful Board of the City of The
Colony, Texas convened into a regular session that was held on Thursday, September 25, 2025 in the
City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the
following items were addressed:
Board Members Present: Secretary Jane Hughey, Lubna Rizvi, Pam De Santiago, Jenna Nowlin, Michelle
Potts
Board Members not Present: Vice Chairman Cody Carpenter
Staff Members Present: Danny Dill, Community Outreach Officer; Iris Browder, Community Image
Director
City Council Member Present: Joel Marks
1.0 CALL TO ORDER
Meeting called to order at 6:00 p.m.
2.0 CITIZENS INPUT
None
3.0 MINUTES
3.1 Approve minutes from, August 28, 2025 meeting
Motion to approve the minutes made by board member De Santiago, second by board member
Jenna Nowlin. Motion carried 5-0.
4.0 DISCUSSION AND CONSIDERATION
4.1 Election of Chairman
1) Board member Jenna Nowlin nominated board member Pam De Santiago for board
chairman, seconded by board member Lubna Rizvi.
2) Voting was unanimous 5-0, electing Pam De Santiago for Board Chairman.
4.2 Discuss National Night Out event
1) Board member Jenna Nowlin and Board Vice President Cody Carpenter will cover the event.
Board member Nowlin will organize supplies needed for the event (lots of candy).
4.3 Discuss Owl & Prowl event
1) Board member Lubna Rizvi confirmed that Texas Master Naturalist Donna Cole would be
leading the nature walk on October 21. It will be from 6:15 arrival to 7:30 along The
Shoreline Trail. Starting at the intersection of Lakeshore Boulevard and Lake Ridge Drive,
5100 Lakeshore Blvd.
4.4 Discuss KTCB Fall Cleanup
1) We will be located at the Turner Field Complex.
2) High school, Middle school and Elementary school students will be thereto assist.
Anybody from the community is welcome to help.
3) All supplies will be supplied by Officer Dill.
4.5 Discuss Christmas in TC Recycle Art Event
1) Board member Nowlin has distributed flyers to the school art teachers in The Colony area
and board member Rizvi will distribute in the Strike school area.
2) Donations for prizes have been received from several vendors and more are being solicited.
3) Last year's judges have been contacted and will be participating again. City Council
Member Marks checking schedule to see if he will be able to participate.
Board to provide direction to staff regarding future agenda items
None
