Meeting called to order at - 7:03 p.m.
1. CITIZEN'S INPUT -
None.
2. APPROVAL OF MINUTES OF APRIL 15*" 2004 -
Motion to approve - Sanders; Second Walden; Abstain Hill; motion carried.
3. CONSIDERATION OF APPROVAL OF THE TRAIL MASTER PLAN -
Dennis has been notified of some grammatical/typing errors and will correct them. The board will
receive another copy of the Trail Plan after the corrections are made. Motion to approve the Trail Plan
with grammatical/typing corrections; Briggs; Second - Walden; motion carried.
4. DISCUSSION OF FUNDING ASSISTANCE FOR THE PARKING LOT AND
SCULPTURE GARDEN FOR THE FUTURE CIVIC CENTER AT FIVE STAR -
Richard received a letter from the Mayor, on behalf of the Council, asking the board to consider funding
the parking lot and sculpture garden at the new Civic Center. But since then, there has been a Council
meeting and a decision was made to relocate the Civic Center from the Five Star East site and build it in
the same area as the Recreation Center and old library building. The Design Committee will meet again
next week and start over from scratch. The board will reconsider this project at a future date.
5. REVIEW AND CONSIDERATION OF FUND BALANCE PERCENTAGE ALLOCATIONS -
The amount for the debt service on the parking lot for the waterpark has been added to the worksheet so
you will know how it will impact the budget. It was noted that there is money in the reserve available that
has never been used but could be used. We have never used any money from our reserves. If the amount
in the reserves is reduced from 180 days to 120 days, that will give an additional $115,000 - $120,000 to
put towards projects.
Motion to reduce the amount of money in the reserve from 180 days to 120 days- Briggs; Second-
Beckel; motion carried.
Motion to cap trail expenditures to $] 75,000 per year - Sanders; Second- Walden; motion carried.
6. UPDATE FROM DIRECTOR / ASST. DIRECTOR -
FINANCIAL STATEMENTS - Every month, the board will receive a graph that shows the amount of
sales tax collected for the previous month. The graph starts when the 4B tax went into effect.
PARK IMPROVEMENTS
BB Owen - the dugout benches need to be installed.
BAMP - A playground will be built to the west of the basketball court and the structures are similar to
the ones at Five Star.
Scout Park - The pond is complete and it will be re-stocked with fish when the weather gets cooler.
PARK SIGNAGE - ~4ll the new park signs have been installed.
WATERPARK - Invitations to the opening of Hawaiian Falls are going out next week. They are still
planning to open on May 31st. Some of the slides won't be ready yet, but they will give coupons to come
back when all the slides are open or they will discount the entry fee until everything is open. They will
start filling the pools this weekend and the parking lot shouM be done by tomorrow.
SPLASH ZONE - Everyone is invited to attend the opening on Saturday at the Aquatic Park from 10:00
- noon - no business attire is allowed.
