HomeMy WebLinkAbout05/09/2023 P&ZMINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION TUESDAY, MAY 9, 2023 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into Regular Session which was held on Tuesday, May 9, 2023 at 6:30 p.m. in the City Council Chambers located at City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Dan Rainey, Brenda Armour, Karen Hames, A.B. Martin, Kenneth Flo, and Detrick DeBurr Board Members Absent: Jeff Baran Staff Present: Isaac Williams, Planning Director; Ana Alvarado, Planning Technician; Keyl Groff, Planner; Ed Voss, Attorney; Judy Ensweiler, City Council 1.0 1 CALL REGULAR SESSION TO ORDER Chair Hames called the regular session of the Planning and Zoning Commission meeting to order at 6:30 p.m. 1.1 1 CITIZEN INPUT Chair Hames opened the floor for citizen input at 6:30 p.m. No citizen came forward for input. Citizen input was closed at 6:30 pm. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the April 25, 2023 Regular Session. 2.2 RP23-0002 - Lot 2R Block C Grandscape Addition Phase H Replat Consider approval of a Replat for Lot 2R, Block C, being an approximately 3.939 acre tract in the Buffalo Bayou, Brazos & Colorado Railroad Company Survey, Abstract No. 174, in the City of The Colony, Denton County, Texas located southwest and adjacent to the Diverging Diamond Interchange (DDI) of Grandscape in the NFM- Grandscape Planned Development (PD25). Chair Hames read Consent Agenda Items 2.1 and 2.2 into the record. Commissioner DeBurr made a motion to approve items 2.1 and 2.2, seconded by Commissioner Armour. The motion carried (6-0). 3.0 I PUBLIC HEARING ITEMS 3.1 SUPA23-0002 — 6700 Main Street, Suite 131 TYC Dance (Studio dance use) — Specific Use Permit Amendment Conduct a public hearing, discuss and consider making a recommendation to City Council regarding the approval of an amendment to a Specific Use Permit Amendment (SUPA) to allow a Studio (dance) use known as "TYC Dance," at 6700 Main Street, Suite 131, containing approximately 4,176 sq. ft., and located within the Shopping Center (SC) Zoning District and Gateway Overlay District. Chair Harries commented that it was commendable that the applicant had sought out support letters from the adjacent property owners and tenants. Commissioner Martin made a motion to approve item 3.1, seconded by Commissioner Rainey. The motion carried (6-0). 14.0 1 DISCUSSION ITEMS 4.1 SPA23-0003 -151 Coffee at Grandscape — Site Plan Amendment Discuss and consider approval of the Site Plan Amendment application of "151 Coffee" at Grandscape Elevations (storefront elevations). The subject site is located at the northeast corner of the intersection of Destination Drive and Grandscape Blvd within Planned Development 25 PD-25 . Chair Haines read Discussion Item 4.1 into the record. Mrs. Alvarado presented the staff report. Commissioner Rainey asked about the process to protect the graphic metal paneling from wear and tear. Mr. Danny Giesbrecht, representative of 151 Coffee, responded that the graphic metal panels are panels that can be unscrewed and replaced. The material that they are made out of is durable and can withhold sun exposure. Commissioner Rainey asked if the script on the building is considered signage. Staff responded that the script on the build is considered as a mural on the fagade, rather than signage. Commissioner Rainey asked if there is a maximum square footage for signage the mural would not come into account. Staff responded that it would not account toward the maximum square footage of signage. Commissioner Martin made a motion to approve item 4.1, seconded by Commissioner DeBurr. The motion carried (6-0).
