The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:00
p.m. on the 23rd day of March 2023 at City Hall, 6800 Main Street, The Colony, Texas, with the following
roll call:

I ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS
Library Board member Jan Partin announced that she will be moving and will vacate her position
before the new term begins in July 2023.
2 CITIZEN INPUT
This portion of the meeting is to allow up to five (5) minutes per speaker with a maximum of
thirty (30) minutes for items not posted on the current agenda. The board may not discuss these
items, but may respond with factual data or policy information, or place the item on a future
agenda. Those wishing to speak shall submit a Request Form to the board secretary.
No report.
3 CONSENTAGENDA
The Consent Agenda contains items which are routine in nature and will be acted upon in one
motion. Items may be removed from this agenda for separate discussion by a board member.
No report.
3.1 Consider approval of minutes of Library Board meeting held January 26, 2023.
The Board reviewed the minutes and found one correction. Motion to approve the above consent
agenda item as corrected — Fried; second by Heermans; motion passed with all ayes.

4 REGULAR AGENDA ITEMS
4.1 Discuss and receive reports regarding the progress on Library Board Goals and Projects for 2023:
A. Continue to maintain legislative awareness of pertinent library issues.
Director Charters discussed Lt. Governor Dan Patrick's top 30 priorities for the 2023
legislative session, including Senate Bill 13 — Protecting Children from Obscene Books in
Libraries.
B. Continue to assist in representing TCPL at library, school, and community activities.
On February 23' Member Partin presented `History of The Colony' to the second grade
students of Camey Elementary School in The Colony.
Board members attended the Board Appreciation Dinner on the evening of February 23rd.
It was announced that the Library Board had the most collective years of membership.
C. Initiate contact and work to form partnerships in the community to introduce TCPL's services
and resources and to serve as an information source for the community.
Member Fried sent a flyer to ABWA members for the Library's upcoming business seminar,
which will be hosted in April 2023.
D. Compile evidence and anecdotal information relating to Library needs in regard to advocating
and informing stakeholders about future Library space.
Space Needs: Separate space for children and adults (Patrons working in the computer area
complained of the noise being similar to a day care).
The library had to direct Grandscape to Plano Public Library for the use of a mobile library
needed for an event.
The City's Future Land Use Plan passed in City Council meeting with emphasis on cultural
spaces needed in The Colony.
4.2 Receive a presentation and discuss staff updates regarding new Library staff roles.
Tammy Beauchamp has been promoted to Access Services Lead. She will supervise Library Pages
and continue to serve as Volunteer Coordinator.
Director Charters played an informational video about the qualifications for receiving the Texas
Municipal Library Directors Association Award (TMLDA). TCPL was a recipient of the TMLDA
award and was recognized at The Colony City Council meeting in February 2023.

Director Charters and Youth Services Librarian, Jacquelyn Yu, will be presenting "Not Your
Typical Take -Haile Kit " at this year's Texas Library Association convention in April. Board
Members are invited to attend one of two practice presentations on Wednesday, April 121h at 6: 00
p.m. and Monday, April 17`h at 12: 00 p. m.
4.3 Receive a presentation and discuss staff updates regarding public relations events, programs,
services, and community partnerships.
Director Charters reviewed events and programs including National Library Week on April 24-
April 29 — Board Members are invited to join the Library staff on Tuesday, April 25 at 11: 30 a.m.
for a complimentary lunch to celebrate National Library Workers Day; Early literacy activities
including story time, music and movement, Chick-fil-A story time, and Monarch Butterflies and
Their Amazing Migratory Journey story time with Texas Master Naturalist, Donna Cole; Family
activities, including National Poetry Month celebration and Teen Flower Bracelet kits; and adult
programs, including Virtual Author Talks, computer skills classes, Online Book Club, Spring Tea-
rrarium kits, Medicare Education Seminar, Free Business Seminar, Springtime at Bridges
Cemetery, and Texas Nature Traveling program with Donna Cole.
4.4 Receive a presentation and discuss updates regarding Friends of The Colony Public Library activities.
Director Charters announced that the FOTCPL meeting will be Thursday, April 131h at 6: 00 p.m. in
the Library Conference Room.
FOTCPL President, Dell Holmes, came to promote the FOTCPL Annual Meeting at McLisa's Pies
on Saturday, April 291h at 7: 00 p.m. and the FOTCPL Book Sale. FOTCPL Book Sale Early Bird
Preview Sale begins on Friday, May 12 at 5 p.m.; entry is $5 (FOTCPL members and City
employees get in free —FOTCPL membership applications will be available onsite). Free admission
to all on Saturday, May 13 at 9: 00 a.m.
