Meeting called to order at - 7:00 p.m. 1. CITIZEN'S INPUT - Gina Genung, 4512 Crooked Ridge, The Colony - The Girl Scouts have adopted Bill Allen Memorial Park. They are having an Earth Day Festival on April l 7th from l :OO- 4:OO and the board is invited. They have gotten permission to do an ornamental wildscape butterfly garden next to the Amphitheater and a wildscape butterfly garden. They wouM like to do some repairs to the Frisbee Golf Course area, and are discussing making some of the low lying areas into educational marsh / wetland areus. There will be 12 craft booths at the Earth Day event, 7-10 organizations coming with displays or booths that you can do things in, like water testing. 2. APPROVAL OF MINUTES OF FEBRUARY 19TM 2004 - Motion to approve- Sanders; Second- Briggs; Abstain- Beckel; motion carried. 3. RECEIVE PRESENTATION FROM DENNIS SIMS OF DUNKIN SIMS & STOFFELS ON THE TRAIL MASTER PLAN - Dennis informed the board the plan is about 98% complete in regards to the map, text and document. Phase 1 - Shoreline Trail - High public input to see something on the lake Phase 2 - Inner City Trail - East side of city connection Phase 3 - Austin Ranch Connection - This ties into the inner city trail and Piano has designated this as a link to their trail system Phase 4 - East / West Connections Phase 5 - Natural Trail with a Trailhead - This could be a potential link to the Carrollton Trail System Phase 6- Memorial Dr. Trail- This is an east/west connection Phase 7 South Colony - Introduce another trailhead behind the commercial area Phase 8 - Main St. Trail - TX Dot hus plans to expand 423 and we should build this trail in conjunction with those plans Phase 9 - Outer regions of The Colony Phase 10 - Railroad - Still being used Phase Il - Accees from 423 to East~ale - residents have access to e/w and trail into SCP and the shoreline, but this will have to be within the right-of-way and will only be 4 - 6fi. Phase 12 - North Colony - Connect HCP with Wynnewood This plan is 50 - 52 miles and has an estimated cost of $11, O00, O00. The order and direction of these phases can be altered. Just as the board reviews their budget percent allocations every 6 months, they -- will now start reviewing the phases of the trail system every 6 months. Pam recommended that we show the first 4 - 5 phases and show the remaining phases as future trail sections that we plan on completing at a future date, based on funding, priorities, and current development taking place. Dennis will make revisions to the plan he presented tonight, and bring them back to the next meeting. 4. UPDATE FROM DIRECTOR / ASST. DIRECTOR - FINANCIAL STATEMENTS - Sam informed the board our numbers are up from this same time last year. The sales tax continues to do well, and if we stay at the pace we're at now, we should bring in $200,000 more than we projected. PARK IMPROVEMENTS - B.B. Owen ~4dult Softball Fields - The spectator seating and player benches are back under the shade structure. There is now concrete all the way around the spectator seating area and scorekeeper area. They have started on the sidewalks and will pour more concrete next V~ednesday. Scout Pond - The silt on the north end of the pond has been removed and they have started smoothing out the south banks. The pond has filled up twice with rain since this project started. This project should be complete within the next couple of week& provided there is no rain. The pond will be re-stocked with -- fish when the project is complete. We have also started to do research on aeration systems and fountains. Five Star Scoreboards - We have given the final proposal to Nick's. Since the original negotiations, there has been a management change and we have had to re-negotiate some things. PARK SIGNAGE - There are new signs in 8 parks. WATERPARK - PARKING LOT - They will start pouring concrete for the parking lot on April l 5th and should be done by May 20th. They are working 7 days per week. Pam informed the board that they may be asked to fund the difference between the cost of the normal sidewalk that would go in along the right-of-way and the cost of widening it to become a trail- approximately $25,000 - $30,000, and some additional landscaping, approximately $5,000 - $10,000.
