HomeMy WebLinkAbout04/02/2016 City Council-RETREATApril 1, 2016 Retreat ,b COLON `"''"�`"�' MINUTES OF COUNCIL SPECIAL SESSION RETREAT HELD ON APRIL 2, 2016 The Special Session/Retreat of the City Council of the City of The Colony, Texas, was called to order at 8:10 a.m. on the 2"d day of April, 2016, at the Gaylord Texan Resort and Convention Center, Mustang 1 Meeting Room, 1501 Gaylord Trail, Grapevine, Texas 75061, with the following roll call: Joe McCourry Mayor Present Kirk Mikulec Mayor Pro -Tem Present Richard Boyer Councilmember Present Brian R. Wade Councilmember Present David Terre Councilmember Present Perry Schrag Councilmember Present Joel Marks Councilmember Present City staff present: City Secretary Christie Wilson Director of Governmental Services Brant Shallenburger Police Chief David Coulon Fire Chief Scott Thompson — " City Manager Troy Powell And with seven council members present a quorum was established and the following items were addressed: 1. Call to Order 2. Receive presentation from staff, and discuss the following: [Items 2.a.- 2.e. were discussed on April 1, 2016. Item 2.f and the Executive Session were discussed on April 2, 2016.] (a) Level 10 Explanation (b) Police and Fire Long Term Plan (c) Capital Improvements (d) Rental Program (e) Span 1 April 1, 2016 Retreat — — E Municipal Court Procedures for Video Arraignment and Setting Bonds Mayor McCourry explained how the use of video conferencing can be used in the jail for the occasions where 24 hour arraignments are required and the municipal court judge is not available. This should reduce the number of times officers would be required to drive to Denton. Mayor McCourry stated he met with a local vendor. What he is proposing is a portable cart -type unit. He also told the council that currently there is only one (1) jailer on duty and this needs to be considered during the budget process. Discussion followed on whether the Court Security Fund could be used to purchase the video conferencing equipment and software. Staff will confirm with the city attorney. Executive Session was convened at 8:35 a.m. 3. Council shall convene into a closed executive session pursuant to Section 551.074 of the TEXAS GOVERNMENT CODE to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Secretary. Reconvened Open Session at 9:55 a.m. 4. Any action as a result of executive session regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Secretary. Motion to authorize the mayor to discuss an interim agreement with the deputy city secretary Tina Stewart- Schrag; second by Mikulec; motion passed with all ayes. 5.
