RETREAT HELD ON
APRIL 2, 2016
The Special Session/Retreat of the City Council of the City of The Colony, Texas, was called to
order at 8:10 a.m. on the 2"d day of April, 2016, at the Gaylord Texan Resort and Convention
Center, Mustang 1 Meeting Room, 1501 Gaylord Trail, Grapevine, Texas 75061, with the
following roll call:

And with seven council members present a quorum was established and the following items were
addressed:

E Municipal Court Procedures for Video Arraignment and Setting Bonds Mayor
McCourry explained how the use of video conferencing can be used in the jail for the
occasions where 24 hour arraignments are required and the municipal court judge is not
available. This should reduce the number of times officers would be required to drive to
Denton. Mayor McCourry stated he met with a local vendor. What he is proposing is a
portable cart -type unit. He also told the council that currently there is only one (1) jailer on
duty and this needs to be considered during the budget process. Discussion followed on
whether the Court Security Fund could be used to purchase the video conferencing
equipment and software. Staff will confirm with the city attorney.
Executive Session was convened at 8:35 a.m.
3. Council shall convene into a closed executive session pursuant to Section 551.074 of the
TEXAS GOVERNMENT CODE to deliberate the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of the City Secretary.
Reconvened Open Session at 9:55 a.m.
4. Any action as a result of executive session regarding the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of the City Secretary.
Motion to authorize the mayor to discuss an interim agreement with the deputy city secretary
Tina Stewart- Schrag; second by Mikulec; motion passed with all ayes.
5. Adjournment
And with no further business to discuss the meeting was adjourned at 10:05 a.m.
